| The meeting
of January 3rd, 2006 was called to order with the Pledge of
Allegiance by Mayor Robert C. Bickley.
Roll Call: present-Bagnato, Dickman, Fox, Jenkins, Maloney
and Martin.
Motion by Fox, seconded by Jenkins to approve the Minutes
of December 13th , 2005. Vote-all yeas, motion carried.
Motion by Fox, seconded Dickman to approve the Minutes of
the December 20th , 2005 Special Council Meeting. Vote-all
yeas, motion carried.
Motion by Fox seconded by Jenkins to authorize the Fiscal
Officer to pay the second half of December's bills on the
30th of the month. Vote-all yeas, motion carried.
Motion by Bagnato, seconded by Fox to approve the December
30th, 2005 Council bills in the amount of $12,191.88. Vote-all
yeas, motion carried.
Motion by Dickman, seconded by Bagnato to approve the December
30th, 2005 Utility bills in the amount of $29,530.02. Vote-all
yeas, motion carried.
Motion by Maloney to nominate Dave Jenkins for Council President.
Motion by Jenkins to nominate John Fox for Council President.
Motion by Dickman, seconded by Fox to close nominations. Vote-all
yeas, motion carried. After a ballot was taken John Fox was
named Council President. Motion by Dickman, seconded by Martin
to destroy the ballots. Vote-all yeas, motion carried.
CITIZEN PARTICIPATION
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-Two estimates were obtained
for the muni parking lot along with the Bank and Kelley Streets
project with Baharoglu coming in $32,189.00 less than Richland
Engineering.
Safety-None
Finance-A committee will be comprised of the Administrator,
Fiscal Officer, Richard Maloney and Kevin Ackerman to look
into insurance options.
A meeting will be set up with the Finance Committee to discuss
raises.
Regional Planning, Building Codes & Inspection-John Fox
was elected President of Erie Regional Planning with Art Dickman
as Alternate.
Utilities-None
Civic Contact and Historical Preservation -None
Parks and Trees-The tree that will be planted for Tom O'Connor
has been turned over to the Township Trustees.
NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -Weather permitting,
the street sweeper will be run again.
Safety-None
Finance-Motion by Maloney, seconded by Dickman to appoint
Jean Kuyoth Deputy Fiscal Officer. Tina Frederick declined
due to the ages of her children. The reason behind the appointment
is for backup purposes such as vacations. Vote-all yeas, motion
carried.
Regional Planning, Building Codes & Inspection-The status
on Crosby's permit on Huron Street should be checked.
The fence on Huron Street at 66 Wilcoxson should be checked.
Utilities-None
Civic Contact and Historical Preservation-Motion by Fox,
seconded by Martin to authorize Mr. Georgiafandis the use
of the Village parking lot between Church and Front Streets
for the Edison High School Band during the 2006 Milan Melon
Festival. Vote-all yeas, motion carried.

LEGISLATION
AN ORDINANCE AUTHORIZING AND DIRECTING THE TRANSFER OF $50,000.00
FROM THE GENERAL FUND TO THE SEWER FUND AND APPROPRIATING
UNAPPROPRIATING FUNDS. Motion by Bagnato, seconded by Fox
to adopt. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Maloney-yes,
Martin-yes, Bagnato-yes. Motion carried, Ordinance no. 408-01-06
A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO ENTER
INTO CONTRACTS FOR VILLAGE FINANCING OF THE LANDSDOWN ROAD
RESIDENTS PREDETERMINTED SEWER TAP FEE. Motion by Bagnato,
seconded by Jenkins to bring this ordinance to its first reading
by title only. Vote-all yeas, motion carried.
AN ORDINANCE APPROVING AND ADOPTING THE COUNTYWIDE ALL NATURAL
HAZARDS MITIGATION PLAN PREPARED BY EMH&T, INC. Motion
by Bagnato, seconded by Dickman to bring this ordinance to
its first reading by title only. Vote-all yeas, motion carried.
Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas,
motion carried.
