Council Minutes -January 16, 2007

The meeting of January 16th, 2007 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley

Roll call:-present- Dickman, ,Fox, Jenkins, Kovesdi, Maloney and Martin.

Motion by Fox, seconded by Jenkins to approve the Minutes of January 2nd, 2007 . Vote-all yeas, motion carried.

Motion by Fox, seconded by Kovesdi to authorize the Fiscal Officer to pay the Council Bills on January 17th, after she has the 2006 year closed out. The bills have been looked over by Maloney of the Finance Committee, and Martin was aware of the situation although she didn’t have the opportunity to look the bills over. Vote-all yeas, motion carried.

Motion by Fox, seconded by Dickman to authorize the Fiscal Officer to pay the Utility Bills on January 17th, 2007. Vote-all yeas, motion carried. The Fiscal Officer will show the total for both on the agenda of February 6th , 2007.

CITIZEN PARTICIPATION

No residents were in attendance.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-None

Safety-There was a question of whether traffic should stop at the “Stop Here On Red” sign or at the stop bar at the intersection of Church Street and St. Rt. 601, and it was decided the stop bar is legal. The signs were put as requested by the Chief of Police. The signs were put up as a courtesy because of change, they were not required.

The Mayor recently attended a meeting in Ashland and reported there is three million dollars for bike paths in Ohio. The culvert on St. Rt. 113 East was made wide enough for bike paths.

The new police cruiser was ordered. It will take 8-10 weeks or less.

The Chief of Police’s end of year report reflected the job well done by Mayor’s Court Clerk Julie Stelzer.

Finance-The Finance Committee reported all the accounts looked good at the end of the year and there should be no reason for rate increases. This is a reflection of good management.

Regional Planning, Building Codes & Inspection-None

Utilities-None

Civic Contact and Historical Preservation –Donna Brunow sent a thank you note on behalf of her sister Marjorie Gliatta, brother Dr. Glenn Sickinger and herself for naming the alley at the muni parking lot for their father Clifford P. Sickinger.

The Mayor has received compliments on the red brick handicap ramps.

Parks and Trees-None

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers –Two new lampposts and lights were put in on Church Street.

Safety-The Chief Would like to hire 2 new officers as auxiliary or reserves but wording needs to be worked out.

Erie County Regional Planning will hold a TACT meeting on Friday.

Regional will also have a meeting at Firelands College to discuss a new phase of Kalahari.

Motion by Fox, seconded by Dickman to adopt the recommendation of the Planning Commission and to place or creating a Commercial and Industrial Exterior Property Maintenance Code on its first reading. Vote-all yeas, motion carried.

AN ORDINANCE ADOPTING THE COMMERCIAL AND INDUSTRIAL EXTERIOR PROPERTY MAINTENANCE CODE OF THE VILLAGE OF MILAN, OHIO. Motion by Fox, seconded by Dickman to bring this ordinance to its first reading by title only. Vote-all yeas, motion carried.

Finance-None

Regional Planning, Building Codes & Inspection-None

Utilities-John Courtney and Associates have been contracted to prepare the electric rate and cost of service study. The price will not exceed $8500.00.

The Administrator explained the Utility Departments carryover of past due accounts, but collections are well above standards.

Civic Contact and Historical Preservation-Motion by Martin, seconded by Jenkins to allow the Firelands Herb Club the use of the sidewalk in front of Town hall on Saturday, May 12th from 8:00 A.M. to 2:00 P.M.. Vote-all yeas, motion carried.

The Chamber of Commerce will hold a Pancake Breakfast for the Drama Boosters on February 10 and 11 from 8:00 A.M. to 11:00 A. M..

AN ORDINANCE AUTHORIZING DIGITAL COLOR ZONING MAPS AS THE OFFICIAL ZONING MAP OF THE VILLAGE OF MILAN, OHIO. . Motion by Maloney, seconded by Dickman to bring this ordinance to its third reading by title only. Roll call: Fox-yes, Jenkins-yes, Kovesdi-yes, Maloney-yes, Martin-yes, Dickman-yes, motion carried. Motion by Dickman, seconded by Fox to adopt. Roll call: Jenkins-yes, Kovesdi-yes, Maloney-yes, Martin-yes, Dickman-yes, Fox-yes. Motion carried, Ordinance no. 440-01-07

Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas, motion carried.
