Council Minutes - January 17, 2006
The meeting of January 17th, 2006 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley.

Roll Call: present-Bagnato, Dickman, Fox, Jenkins, Maloney and Martin.

Motion by Fox, seconded by Jenkins to approve the Minutes of January 3rd, 2006. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Fox to approve the January 17th Council bills in the amount of $17,831.45. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Fox to approve the January 17th, 2006 Utility bills in the amount of $89,067.45 Vote-all yeas, motion carried.

CITIZEN PARTICIPATION

Laura Rice addressed Council on replacing 2 trees that have been removed from around her house in recent years. Bagnato will get with Smitty and review the matter.

Rice also wanted to know what to do with snow removal with no tree lawn on the Wilcoxson side of her property.

Marilyn and Diane Ortman, and Lucas and Judi Neumeyer were also in attendance.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-None

Safety-None

Finance-None

Regional Planning, Building Codes & Inspection-The fence at 66 Huron Street will be done in the spring and materials have been ordered.

Crosby's on Huron Street is finished and the permit needs to be closed out.

Utilities-A letter will be sent out to Time Warner with some suggested changes.

Two separate sewer lines may be put in at Kirschner's, the corner lot on St. Rt. 601 and Landsdown, since he plans on requesting a split from Milan Township.

Civic Contact and Historical Preservation -None

Parks and Trees-None

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -The catch basin by the bank was replaced, and one by Shawnee and Chippewa was repaired.

The Village will continue sweeping streets for Monroeville at $75.00 an hour.

Safety-Motion by Fox, seconded by Martin to accept Chris Zarlenga's resignation effective January 31, 2006. Vote-all yeas, motion carried.

Finance-Motion by Maloney, seconded by Bagnato to recommend a 3% pay raise retro to January 1, 2006, excluding part-time police, who are on a separate schedule and the Administrator and Fiscal Officer who will receive their raises on their anniversaries. Vote-all yeas, motion carried.

Regional Planning, Building Codes & Inspection-Cody Howell, a 5th grader at Milan Elementary, was the Geography Bee winner for the second year in a row.

Discussion of e-mailing the minutes to interested residents took place. There would be no cost to the Village and precaution would take place to make sure the minutes were not able to be altered.

Utilities-None

Civic Contact and Historical Preservation-The 46th Annual Community Banquet sponsored by the Chamber of Commerce will be held on February 11th, 2006.

Motion by Fox, seconded by Maloney to hire Steve Palmer as Magistrate at $250.00 per session with PERS. Vote-all yes, motion carried.

LEGISLATION

AN ORDINANCE AMENDING NO. 36-12-04 TO AUTHORIZE AND DIRECT THE TRANSFER OF ADDITIONAL MONIES TO VARIOUS FUNDS. Motion by Bagnato, seconded by Fox to adopt by title only. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Maloney-yes, Martin-yes, Bagnato-yes. Motion carried. Ordinance no. 409-01-06

AN ORDINANCE AUTHORIZING AND DIRECTING THE TRANSFER OF $92.28 FROM THE GENERAL FUND INTO THE SPECIAL ASSESSMENT FUND AND APPROPRIATING UNAPPROPRIATED FUNDS IN THE SPECIAL ASSESSMENT FUND. Motion by Bagnato, seconded by Fox to adopt by title only. Roll call: Fox-yes, Jenkins-yes, Maloney-yes, Martin-yes, Bagnato-yes, Dickman-yes. Motion carried, Ordinance no. 410-01-06.

A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO ENTER INTO CONTRACTS FOR VILLAGE FINANCING OF THE LANDSDOWN ROAD RESIDENTS PREDETERMINTED SEWER TAP FEE. Motion by Bagnato, seconded by Maloney to bring this ordinance to its second reading by title only. Vote-all yeas, motion carried.

AN ORDINANCE APPROVING AND ADOPTING THE COUNTYWIDE ALL NATURAL HAZARDS MITIGATION PLAN PREPARED BY EMH&T, INC. Motion by Bagnato, seconded by Fox to bring this ordinance to its second reading by title only. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas, motion carried.
