Council Minutes - January 18th, 2005
The meeting of January 18th, 2005 was called to order by with the Pledge of Allegiance by Mayor Bickley.

Roll Call: Present - Bagnato, Dickman, Fox, Jenkins, Kovesdi and Wolf.

Motion by Fox seconded by Jenkins to approve the Minutes of January 4th, 2005. Vote-all yeas, motion carried.

Motion by Fox, seconded by Dickman to pay the Council Bills for January 18th, 2005 in the amount of $33,283.21. Vote-all yeas, motion carried.

Motion by Fox, seconded by Jenkins to pay the Utility Bills for January 18th, 2005 in the amount of $24,232.46. Vote-all yeas, motion carried.


CITIZEN PARTICIPATION


OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-None

Safety-None

Finance-It was decided to hold off in the beginning part of the year transferring the RITA forgiveness tax into the street fund.

Now that the Utility Building Fund has been closed out, the rent will come from the general fund.

Regional Planning, Building Codes & Inspection - Motion by Fox, seconded by Jenkins to re-appoint Ed Zacherl to the Zoning Board of Appeals with his term expiring in 2008. Also, to re-appoint John Batchelor and Bill Mattlage to the Planning Commission, with terms expiring in 2008. Dave Berckmuller's reappointed term with the Tree Commission will expire in 2008. Vote-all yeas, motion carried.

Motion by Bagnato, seconded by Fox to accept the recommendation of the Planning Commission for establishing zoning in the newly annexed territory at Landsdown.

AN ORDINANCE ESTABLISHING ZONING IN NEWLY ANNEXED TERRIROTY IN THE VILLAGE OF MILAN, OHIO. Motion by Bagnato, seconded by Wolf to bring this ordinance to its first reading by title only. Vote-all yeas, motion carried.

Civic Contact and Historical Preservation-New

Parks and Trees-None

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -None

Safety-Motion by Jenkins, seconded by Bagnato to hire Debbie Viock as crossing guard, part-time as needed, at $8.42 an hour, effective immediately. Vote-all yeas, motion carried.

Motion by Fox, seconded by Dickman to accept the recommendation of Jenkins to order the computers from ACC for the police cruisers. Vote-all yeas, motion carried.

Finance-Raises for the part-time police will be tabled, as will Julie Stelzer's probationary raise.

Regional Planning, Building Codes & Inspection -None

Utilities-None

Civic Contact and Historical Preservation-Tickets are being distributed for the Chamber of Commerce banquet on Saturday, February 5th.

The Mayor recommended Laura Rice for the Mylander award for her dedication to the Red Cross since 1966. A banquet will be held at the Colonnade.

Motion by Bagnato, seconded by Fox to enter into Executive Session to discuss personnel. Roll call: Jenkins-yes, Wolf-yes, Bagnato-yes, Dickman-yes, Fox-yes, motion carried.

Motion by Bagnato, seconded by Fox to return to Regular Session. Roll call: Wolf-yes, Bagnato-yes, Dickman-yes, Fox-yes, Jenkins-yes, motion carried.

Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas, motion carried.
