The meeting of February 6th, 2007 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley
Roll call:-present- Dickman, ,Fox, Jenkins, Maloney and Martin. Kovesdi-absent.
Motion by Fox., seconded by Maloney to excuse Kovesdi. Vote-all yeas, motion carried.
Motion by Fox, seconded by Dickman to approve the Minutes of January 16th, 2007 after including a first reading for AN ORDINANCE PROHIBITING PARKING AND DESIGNATION OF LOADING ZONES. Motion by Jenkins, seconded by Martin to bring this ordinance to its first reading by tile only. Vote-all yeas, motion carried.
Motion by Fox, seconded by Dickman to pay the Council Bills for February 6th, 2007 in the amount of $16,277.86. The Medical Mutual bill will be held for a few days for review. Vote-all yeas, motion carried.
Motion by Dickman, seconded by Fox to pay the Utility Bills for February 6th, 2007 in the amount of $61, 295.12. Vote-all yeas, motion carried.
Motion by Fox, seconded by Maloney to authorize the Council Bills for January 16th, 2007 in the amount of $17,295.12, and the Utility Bills for January 16th, 2007 in the amount of 44,917.49. Vote-all yeas, motion carried.
CITIZEN PARTICIPATION
Pete Schade from the Erie County Health Department addressed Council on Issue 5 , the no smoking ban in the state of Ohio. He stated they will be starting with soft enforcement.
He also talked about the 211 phone system that is comprised of 160 different agencies. It is not here to replace 911, but to enhance it.
He informed Council of the new division of Community Health at the Health Department.
Schade also discussed what his department has in the works for the pandemic flu.
Mike Bagnato asked for Council’s help with the flooding problem behind his house at 317 S. Main Street, along with neighboring homes. The area is partly village, partly township. The matter will be looked into.
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-None
Safety-Red reflectors were placed on the posts on the “Stop Here On Red” sign at the intersection of St. Rt’s. 601 and 113, .
Finance-The medical insurance plan for 2006 netted a savings of $23,000.00 with the new policy.

NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers –Motion by Fox, seconded by Maloney to continue to sweep Monroeville’s streets at a rate of $75.00 an hour. Vote-all yeas, motion carried. There is a possibility Berlin Height’s is interested in having Milan doing their streets, also.
The traffic poles are on order for the main intersection, and potential signage was shown to Council. It was questioned whether the state would pay for them.
Safety-None
Finance-A finance meeting will be held this Thursday at 11:00 A.M.
Regional Planning, Building Codes & Inspection-It was determined swimming pools less than 24 inches in depth without a filter are not regulated.
A Public Hearing will be held on March 20th at 6:30 P.M. to discuss the no zoning change at 183 S. Main Street.
Utilities-The Water/Wastewater and Street Department heads were commended for their year end reports.
Four lampposts will be erected in front of the Administration Building to the Antique Shop on Main Street.
Civic Contact and Historical Preservation-Motion by Martin, seconded by Fox to authorize the Mid Summer Antique Fest the use of the Square of July 8th, 2007. They would like Main and Park Streets on the Square closed , and will supply their own security. They may have security the night before, also at their own cost. Vote-all yeas, motion carried.

AN ORDINANCE AUTHORIZING THE VILLAGE ADMINISTRATOR TO APPROVE AMERICAN MUNICIPAL POWER-OHIO, INC. PURCHASES OF LONG TERM POWER RESOURCES FOR NEASG POOL AND DECLARING AN EMERGENCY.
