| The meeting
of February 15th, 2005 was called to order by with the Pledge
of Allegiance by Mayor Robert Bickley.
Roll Call: Present - Bagnato, Dickman, Fox, Jenkins, Kovesdi
and Wolf.
Motion by Fox, seconded by Dickman to approve the Minutes
of February 1st, 2005. Vote-all yeas, motion carried.
Motion by Fox, seconded by Dickman to pay the Council Bills
for February 15th , 2005 in the amount of $16,032.61. Vote-all
yeas, motion carried.
Motion by Dickman, seconded by Fox to pay the Utility Bills
for February 15th, 2005 in the amount of $24,391.54. Vote-all
yeas, motion carried.
CITIZEN PARTICIPATION
There was no citizen's participation or action taken in the
committee meetings that preceded tonight's council meeting.
The Mayor answered Dick Maloney's questions on the rising
cost of power.

Streets, Sidewalks and Storm Sewers-None
Safety-The police cruiser should be in soon.

NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -The new truck for the
Street Department was tabled due to specks and bids.
Safety-Motion by Jenkins, seconded by Fox to take Officer
Pat Fox off his successfully completed probation, and award
him a new hourly rate of $14.50 an hour, effective February
27, 2005. Vote-all yeas, motion carried.
Finance-The following subjects were discussed at the recent
finance meeting:
A portion of Swan Street will be paid for out of the sewer
department.
Chief Ward has suggestions for teiring police wages.
Motion by Bagnato, seconded by Jenkins to proceed with the
Customized Training Proposal/Agreement. Vote-all yeas, motion
carried.
Motion by Jenkins, seconded by Bagnato to authorize the Fiscal
Officer to pay the AMP Ohio, Medical Mutual and Village of
Milan utility bills if they are due in-between council periods.
Vote-all yeas, motion carried.
Regional Planning, Building Codes & Inspection -None
Utilities-Mike Bagnato presented a letter from Joyce Horman,
praising Nancy Justice's thoughtfulness, going above and beyond
her duty while the Horman family was going through a difficult
time.
Civic Contact and Historical Preservation-Motion by Wolf,
seconded by Fox to allow Pam Crosby the use of the square
for the Annual Midsummer Antiques Fest on Sunday, July 10,
2005 from 8:00 A.M. to 4:00 P.M. Vote-all yeas, motion carried.
Motion by Bagnato, seconded by Fox to allow the Edison High
School Drama Club to display a portable sign in the square
to advertise the pancake breakfast on Sunday, March 13, 2005.
Vote-all yeas, motion carried.
At the recent Chamber banquet. Joe and Jeanette Henry of
Growers were honored as the Business of the Year. The Milan
Museum was honored for 50 years of service, while Janet Hire
and Luella Simon of the Milan Library were also recognized.
Keith Ostheimer was honored for his service to the area baseball
league as was Laura Rice for her dedication to the American
Red Cross. The Coffee Station's owners Connie and Tim Morsher
were recognized.
Parks and Trees-None
UNFINISHED BUSINESS
Motion by Bagnato, seconded by Kovesdi to adjust the Committee
meeting times on the first and third Tuesday's of the month
from 6:00 to 6:30 p.m., with the exception of Parks and Trees,
which will be held on the first Tuesday of the month only.
Vote-all yeas, motion carried.
The Mayor recently completed 6 hours of training for Mayors
Court and hopes to have it up and running soon.

AN ORDINANCE ESTABLISHING ZONING IN NEWLY ANNEXED TERRITORY
IN THE VILLAGE OF MILAN, OHIO. Motion by Wolf, seconded by
Fox to bring this ordinance to its third reading by title
only. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Kovesdi-yes,
Wolf-yes, Bagnato-yes, motion carried. Motion by Bagnato,
seconded by Wolf to adopt. Vote-all yeas, motion carried.
