The meeting of February 20th, 2007 was called to order with the Pledge of Allegiance by President Pro Temp John Fox.
Roll call:-present- Dickman, ,Fox, Kovesdi, Maloney and Martin. Jenkins-absent.
Mayor Bickley and Councilman Dave Jenkins were not present at the meeting.
Motion by Maloney, seconded by Martin to approve the Minutes of February 6th, 2007. Vote-all yeas, motion carried.
Motion by Maloney, seconded by Martin to pay the Council Bills for February 20th, 2007 in the amount of $14,148.75. Vote-all yeas, motion carried.
Motion by Dickman, seconded by Kovesdi to pay the Utility Bills for February 20th, 2007 in the amount of $75,959.36 Vote-all yeas, motion carried.

Finance-The Chamber of Commerce has talked about donating money for the new street lights.
Regional Planning, Building Codes & Inspection-Motion by Fox, seconded by Dickman to have the Administrator write a letter of thanks to Regional Planning with all Council members names on it, for the new Regional Planning books that are in 3-ring binders. Fox requested the letter be read at the next Regional Planning meeting by Tim King. Vote-all yeas, motion carried.

NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers –The Administrator has been in touch with the Huron County Engineer’s office about resurfacing the Village’s portion of Old State Road. He was told it would be put on their bid list.
The Village needs to look into better provisions for bedding and food for employees during emergencies, such as blizzards like the one last week when they are on call for long hours or spending the night at their stations.
The employees were commended for going above and beyond during the recent snowstorms.
Red reflectors are being put on all signs to make them more noticeable. It was suggested starting with the streets with the highest roll through problems.
Safety-Motion by Dickman, seconded by Kovesdi to accept the resignation of police officer Eric Costante, effective March 8th, 2007. Vote-all yeas, motion carried.
Finance-Motion by Maloney, seconded by Kovesdi to accept the new tiered deductibles of $100.00, $400.00 and $600.00 with the new insurance policy effective March 1st, 2007. Vote-all yeas, motion carried.
Regional Planning, Building Codes & Inspection-None
Utilities-The Village of Monroeville sent a letter of thanks for the quick response they received from Village employee Steve Rockwell on Saturday, February 3rd, 2007 during their electrical outage. They were unable to call out any of their own employees, then called Clyde and Wellington, who also did not respond. The outage was in single degree temperatures.
Civic Contact and Historical Preservation-The Historical Museum and Birthplace were given copies of the museum signage.
Parks and Trees-The Village was awarded Tree City USA for 2006 and a news release was sent to local papers.
UNFINISHED BUSINESS
Motion by Dickman, seconded by Maloney to deny Judy Horschler and sisters the use or renting of the old police station for the candy shop they are trying to set up. Council felt the modifications would alter the historical feel and value of the building. Mrs. Horschler has been looking for other locations in the Village but is unable to find one that will pass inspections of the Health Department. Vote-all yeas, motion carried.
The individuals arrested for the break-ins at the sub station are likely to receive diversion. Council would like to see restitution as part of the deal, minus the $1000.00 deductible.
