| The meeting
of February 21st, 2006 was called to order with the Pledge of
Allegiance by Mayor Robert C. Bickley.
Roll Call: present-Bagnato, Dickman, Fox, Jenkins, Maloney
and Martin.
Motion by Fox, seconded by Maloney to approve the Minutes
of February 7th, 2006. Vote-all yeas, motion carried.
Motion by Fox, seconded by Martin to approve the February
21st, 2006 Council bills in the amount of $12,196.03. Vote-all
yeas, motion carried.
Motion by Dickman, seconded by Fox to approve the February
7th, 2006 Utility bills in the amount of $75,193.44. Vote-all
yeas, motion carried.
Motion by Fox, seconded by Dickman to approve the February
9th, 2006 Work Session Minutes. Bagnato, who was out of town
during the meeting questioned if anything other than what
was in the minutes was discussed, since it was a public meeting.
Motion by Fox, seconded by Dickman to Jenkins to amend the
minutes to show Health Insurance was discussed. The insurance
chart will also be attached to the minutes. Vote-all yeas,
motion carried. The Administrator was in attendance during
the meeting representing the employees, but was asked to leave
during Executive Session, in which he was discussed. The Chief
of Police and his request for insurance has been tabled at
this point.

OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-None
Safety-None
Finance-Motion by Maloney, seconded by Fox to approve and
recommend the 1000/3000 Medical Mutual plan with a $200.00
single deductible and $400.00 family deductible with the Village
re-imbursing a maximum of $2600.00 per family. The monthly
premium to the Village will be $9,416.37. Motion by Maloney,
seconded by Fox to instruct the Administrator to cancel the
existing policy and go forth with the new one effective March
1st, 2006. Maloney stated the new insurance check doesn't
need to be sent, the Village will pay the adjusted bill when
the invoice is sent. Motion by Fox, seconded by Martin to
pay the corrected bill went sent. Vote-all yeas, motion carried.
Motion by Maloney, seconded by Jenkins to pay Bowie $741.95
per month for his half of what the Village would pay for his
insurance he is forfeiting , with the understanding he can
pick up the Village insurance should it become necessary in
the future. This amount will be paid without any PERS or taxes
taken out. Motion by Maloney, seconded by Jenkins to authorize
the Solicitor to draw up the necessary documents pertaining
to this matter. Vote-all yeas, motion carried.

Civic Contact and Historical Preservation -An editorial was
written in the Sandusky Register about the minutes and e-mails
available to the public.
Mark Miller was recognized as Citizen of the Year for 2006
at the recent Chamber of Commerce Banquet, Milan Drive Thru
as Business of the Year, the American Legion as Organization
of the Year, and the Citizens for Berlin-Milan Schools Committee
for Youth Services.
Parks and Trees-The Lockwood Park sign is in.
NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -St. Rt. 113 from Rt.
250 to the culvert will be done this year, continuing to the
high school. Resurfacing on St. Rt. 601 from the light out
past the elementary school will be done in late summer.
There was talk of resurrecting talks of a bike path on St.
Rt. 113 going towards the high school.

Fire Department was featured on the front page of the Sandusky
Register on February 13th.

LEGISLATION
AN ORDINANCE AUTHORIZING AND DIRECTING THE EXECUTION OF A
HYDRO DEVELOPMENTAL COST SHARING AGREEMENT BY THE VILLAGE
OF MILAN, OHIO WITH AMERICAN MUNICIPAL POWER-OHIO, INC. Motion
by Bagnato, seconded by Fox to bring this ordinance to its
second reading by title only.
A public meeting will be held on March 14th to discuss the
muni parking lots.
Discussion for a wireless microphone for the podium was discussed.
Motion by Dickman, seconded by Jenkins to adjourn. Vote-all
yeas, motion carried.
