Council Minutes - March 7th, 2006
The meeting of March 7th, 2006 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley.

Roll Call: present-Bagnato, Dickman, Fox, Jenkins, Maloney and Martin.

Motion by Fox, seconded by Maloney to approve the Minutes of February 21st, 2006. The correct web site for the Milan Public Library is www.milan-berlin.lib.oh.us. Vote-all yeas, motion carried.

Motion by Fox, seconded by Martin to approve the March 7th, 2006 Council bills in the amount of $14,251.48. Vote-all yeas, motion carried.

Motion by Maloney, seconded by Fox to approve the March 7th, 2006 Utility bills in the amount of $31,226.42. Vote-all yeas, motion carried.

CITIZEN PARTICIPATION

Marilyn Ortman was in attendance.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-None

Safety-None

Finance-The Solicitor will work up a contract for the Administrator, effective February 1, 2006, concerning his waiving his insurance with him and the Village splitting the savings.

Regional Planning, Building Codes & Inspection-None

Utilities-Time Warner sent a brief response to the changes the Village sent, with a more formal document expected.

Civic Contact and Historical Preservation -None

Parks and Trees-None

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -None

Safety-None

Finance-A meeting will be set up to set up policy for insurance re-imbursement to employees.

Regional Planning, Building Codes & Inspection-None

Utilities-Letters were sent to Landsdown Drive residents that will be affected by the sanitary sewer system.

Civic Contact and Historical Preservation-Alyson Taylor, 3rd grade Milan Elementary School teacher was wondering if Council could hold one of their meetings during the afternoon so her class could observe. Since most of Council would be working at this time, it was suggested it be videotaped or held on a Saturday.

Parks and Trees- The Administrator, Gene Rospert and Bill Mattledge will be attending The North Coast Forestry Conference on March 10, 2006 in Kirkland, Ohio.

The Village has been re-certified as Tree City USA.

A honey Locust will be planted in front of the funeral home at the next Arbor Day planting.

UNFINISHED BUSINESS

LEGISLATION

AN ORDINANCE AUTHORIZING AND DIRECTING THE EXECUTION OF A HYDRO DEVELOPMENTAL COST SHARING AGREEMENT BY THE VILLAGE OF MILAN, OHIO WITH AMERICAN MUNICIPAL POWER-OHIO, INC. Motion by Bagnato, seconded by Fox to bring this ordinance to its third reading by title only. Vote-all yeas, motion carried. Motion by Fox, seconded by Bagnato to adopt. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Maloney-yes, Martin-yes, Bagnato-yes. Motion carried, Ordinance no. 413-03-06

Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas, motion carried.
