Council Minutes - March 21st, 2006
The meeting of March 21st, 2006 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley.

Roll Call: present-Bagnato, Dickman, Fox, Maloney and Martin. Motion by Fox seconded by Maloney to excuse Jenkins, vote-all yeas, motion carried.

Motion by Fox, seconded by Dickman to approve the Minutes of March 7th, 2006. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Fox to approve the March 21st, 2006 Council bills in the amount of $12,628.83. Vote-all yeas, motion carried.

Motion by Fox, seconded by Maloney to approve the March 21st, 2006 Utility bills in the amount of $80,209.16. Vote-all yeas, motion carried.

CITIZEN PARTICIPATION

Ron and Martha Shafer addressed Council on the proposed storm sewer at the end of Chippewa Drive. He stated it wasn't needed and had spoken to Council on this issue before, providing pictures.

Marilyn Ortman was also in attendance.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-The meeting for the Front Street ramp was held and it was determined to go with a ramp that extends from the curb out to the pavement. The next step will be a cost estimate from D. R. Frederick.

The muni parking lot meeting was also held, designs will be drawn up according to input from the meeting and reviewed. The Planning Commission should be notified about this.

Utilities-None

Civic Contact and Historical Preservation -None

Parks and Trees-None

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -None

Safety-None

Finance-Motion by Maloney, seconded by Martin to establish a travel reimbursement policy to adjust the meals to the rate determined annually by the Internal Revenue Service and eliminate the non-use of credit cards and authorize the Solicitor to draw the legislation up. Vote-all yeas, motion carried.

Regional Planning, Building Codes & Inspection-None

Utilities-A contract document is available in the Administrator's office for Landsdown residents to view, should they choose.

The Village utility department will not longer accept credit cards, due to lack of interest.

Civic Contact and Historical Preservation-None

The Administrator, Mayor and Dennis Benesh will be attending meetings in Columbus on JV1,2,3,4,5 and 6.

Parks and Trees-The application for the Erie County Solid Waste District Community Cleanup Grant has been accepted.

UNFINISHED BUSINESS

The first all Thursday garbage pickup went well.

Motion by Bagnato, seconded by Dickman to accept the agreement waiving the Administrator's insurance. Vote-all yeas, motion carried.

There is over $200,000.00 of the needed $380,000.00 matching grant for the Edison Coin.

It was suggested selling pavers for the muni parking lot.

Erie Metro will not be cutting the grass for the Birthplace this year.

Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas, motion carried.
