Council Minutes - March 22nd, 2005
The meeting of March 22nd, 2005 was called to order by Mayor Robert C. Bickley, with Nick Smith of Boy Scout Troop 214 leading the Pledge of Allegiance.

Roll Call: Present - Bagnato, , Fox, Jenkins and Kovesdi. Dickman and Wolf absent.

Motion by Fox, seconded by Kovesdi to approve the Minutes of March 1st, 2005. Vote-all yeas, motion carried.

Motion by Fox, seconded by Kovesdi to pay the Council Bills for March 22nd, 2005 in the amount of $18,290.62. Vote-all yeas, motion carried.

Motion by Fox, seconded by Bagnato to pay the Utility Bills for March 22nd, 2005 in the amount of $68,458.08. Vote-all yeas, motion carried.


CITIZEN PARTICIPATION

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-Motion by Bagnato, seconded by Jenkins to approve the 2006 Ford pickup under the 2005 price. Vote-Bagnato, Jenkins, Kovesdi-yes, Fox-no, motion passes.

Safety-The purchase order for the police cruiser is not filled out correctly, and although the car comes in under the state bid, it does not reflect so the way it is currently written. There will be no action on the car until both are remedied.

Finance-None

Regional Planning, Building Codes & Inspection - The Planning Commission will be invited to the April 5th meeting to talk about the fence ordinance.

Utilities-None

Civic Contact and Historical Preservation-Motion by Bagnato, seconded by Fox to utilize the Administration Building as a precinct change for voting for the village residents. Vote-all yeas, motion carried. The Fiscal Officer will draw up a letter to Erie County Board of Elections. Vote-all yeas, motion carried.

Parks and Trees-None

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -None

Safety-Sgt. Meister recently conducted a 3rd Seat Belt Program from the Ohio Department of Public Safety. The Village received $160 for conducting the program.

Dickman is now present at the meeting.

Motion by Jenkins, seconded by Bagnato to hire Brian Guzoski as a part-time officer at $8.75 an hour in accordance with the current payroll ordinance with a one year probationary period. Vote-all yeas, motion carried.

Finance-The Fiscal Officer will be on vacation on the first Monday of April, so the Finance Meeting will be rescheduled.

Regional Planning, Building Codes & Inspection -None

Utilities-None

Civic Contact and Historical Preservation- None

Parks and Trees-The Village will be planting a tree on the last Friday in April in honor of Arbor Day.

Motion by Bagnato, seconded by Fox to authorize Jack and Cherol Wahl the use of the gazebo on Saturday, June 25th. Homeowners insurance has been provided. Vote-all yeas, motion carried.

There is a Conflict Resolution Services for Governmental Officials available.

Proposals and corresponding cost estimates need be submitted for The Community Development Block Grant by Friday, April 29th, 2005.

The Mayor and Solicitor attended TMACOG's Professional Day recently that is offered twice a year.

UNFINISHED BUSINESS

There was discussion of the rules of the Sunshine Law, such as the purpose of Executive Session and other specifics. It was suggested everyone review their manuals again.


Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas, motion carried.
