Council Minutes - April 4th, 2006
The meeting of April 4th, 2006 was called to order by Mayor Robert C. Bickley with the Pledge of Allegiance led by Cub Scout Trent Vartorella.

Roll Call: present-Bagnato, Dickman, Fox, Jenkins, Maloney and Martin.

Motion by Fox, seconded by Dickman to approve the Minutes of March 21st, 2006. Vote-all yeas, motion carried.

The Fiscal Officer asked for a motion to pay Council and Utility bills since she was on vacation and returned about 30 minutes prior to tonight's meeting, but was denied the motion. Motion by Maloney, seconded by Dickman to hold up the April 4th Council and Utility bills stating it was acceptable to hold bills for 30 days and pay them at the next Council meeting. The Fiscal Officer has the authority to pay the AMP-Ohio bill, the Medical Mutual bill and the Milan Utility bills. Vote-all yeas, motion carried.

CITIZEN PARTICIPATION

Charles Downing addressed Council on lighting needed at Sleepy Hollow Park. The electric department will take a look at it.

Lois Wolf, Chief James Ward and Matt McClellan from the Sandusky Register were also in the audience.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-None

Safety-None

Regional Planning, Building Codes & Inspection-None

Utilities-None

Civic Contact and Historical Preservation -None

Parks and Trees-None

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -Church Street and Main Street were videoed, with a problem by the car wash with the sanitary line and one at Edison and Church with a storm sewer line.

Safety-Motion by Dickman, seconded by Fox to accept the resignation of George Kash on May 1st , 2006. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Jenkins to re-hire Eric Constante at $9.00, effective today. Vote-all yeas, motion carried.

The Ohio Department of Highway Safety presented Milan with a check for $148.00 for the 3rd Grade Seat Belt Program Sgt. Meister held.

The air card the Chief uses in his car is not working and he recently went to Toledo to have it looked into. The same air card in the second cruiser is working fine. He feels it is time to look into new video systems.

A backup battery pack will be looked into for the repeater at the water tower.

Finance-The Mayor would like the Chief's health insurance looked into.

Regional Planning, Building Codes & Inspection-None

Utilities-The Sandusky Register ran a positive editorial on the Hydro Matrix Project.

Civic Contact and Historical Preservation-Motion by Fox, seconded by Bagnato to allow the Chamber of Commerce to hold the "Cruisin on the Square" from May 2nd through September 26th, 5 to 8 P.M. at the Square, except the Tuesday following Melon Festival. This would be a fund raising event for the Chamber with proceeds going for the beautification of the parking area behind the businesses. Vote-all yeas, motion carried.

UNFINISHED BUSINESS

The Solicitor is working on the travel expense ordinance.

Motion by Fox, seconded by Dickman to enter into Executive Session to discuss the Chief of Police's health insurance. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Maloney-yes, Martin-yes, Bagnato-yes, motion carried.

Motion by Fox, seconded by Jenkins to return to regular session. . Roll call: Fox-yes, Jenkins-yes, Maloney-yes, Martin-yes, Bagnato-yes, Dickman-yes, motion carried

Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas, motion carried.
