| The meeting
of April 5th, 2005 was called to order with the Pledge of Allegiance
by Mayor Robert C. Bickley.
Roll Call: Present - Bagnato, , Fox, Jenkins and Kovesdi.
Dickman and Wolf absent.
Motion by Fox, seconded by Kovesdi to approve the Minutes
of March 22nd, 2005. Vote-all yeas, motion carried.
Motion by Jenkins, seconded by Kovesdi to authorize the Fiscal
Officer to pay the Utility and Council bill on April 6. The
bills weren't ready for tonight's meeting due to the Fiscal
Officer just returning from vacation. Vote-all yeas, motion
carried.
CITIZEN PARTICIPATION
Motion by Fox, seconded by Jenkins to have the proposal for
Cruisin' on the Square be brought before the Chamber of Commerce.
The only restriction using the Administration parking lot
on Tuesday's in the summer would be in case of a funeral.
Vote-ally yeas, motion carried.
Motion by Bagnato, seconded by Fox to accept the proposal
of the Planning Commission and schedule a Public Hearing for
May 17th at 6:45 P.M. in Council Chambers. Vote-all yeas,
motion carried.
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-None
Safety-The amount for the police cruiser will be $10.50 less
than the original motion due to the fact the Village will
not need temporary tags.
Finance-None
Regional Planning, Building Codes & Inspection None
Utilities-None
Civic Contact and Historical Preservation-The U.S. Geological
Survey to install a temporary water-level gauge near the southern
abutment of the on the former location of the old bridge site
over the Huron River on North Main Street. The gauge will
continue to supply hydrologic data while the St. Rt. 250 bridge
is under re-construction.
Parks and Trees-The tree that will be planted for Arbor Day
may replace the tree that is going to be removed a t Gnecco's.
NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -None
Safety-Motion by Jenkins, seconded by Kovesdi to award an
hourly pay of $9.78 to Jeff Wagner due to his completion of
his one-year probation, effective April 6th, 2005. Vote-all
yeas, motion carried.
Motion by Bagnato, seconded by Fox to adopt a resolution
adopting the principals of the National Incident Management
System. Vote-all yeas, motion carried.
Village employees recently received the following 3 awards
from the Huron County Safety Council: the company with the
lowest incident rate in a safety council group, outstanding
effort by supervisory personnel and employees in operating
the entire year without a lost-time injury and for their outstanding
effort in safety by operating without a lost-time accident.
Finance-The Finance meeting has been re-scheduled for April
14th.
The Village is interested in putting the codified ordinances
on the web site through The Walter Drane Company.
Monroeville is hosting an Ohio Ethics Commission session
on May 5th.
Regional Planning, Building Codes & Inspection -None
Utilities-None
Civic Contact and Historical Preservation- There will be
a Mayor's Court training on May 4-6 at Put-in-Bay.
Motion by Bagnato, seconded by Jenkins to allow the National
Day of Prayer on Thursday May 5th, at 7:00 P.M. at the gazebo.
Vote-all yeas, motion carried.
Motion by Bagnato, seconded by Jenkins to allow Angela Webber
the use of the gazebo on July 8th, for her wedding, contingent
of proper dates with her insurance policy. Vote-all yeas,
motion carried.
Parks and Trees-The Village has been invited to apply for
designation as a Preserve America Community through being
one of "Dozen Distinctive Destinations" in 2002.
UNFINISHED BUSINESS
Kevin Baxter will represent all Erie County sub-divisions
against the manufacturer of all Erie County Subdivisions regarding
to decide if certain machines are ruled gambling devices or
skilled based machines. This would be a declarative judge
action. If they are determined to be gambling, none would
be paced in Erie County.
The Conflict Resolution Program was discussed.
Motions by Jenkins, seconded by Bagnato to adjust Pat Fox's
pay raise an additional $.40 an hour, retro-active to 2/27/05.
Vote-all yeas, motion carried.
Motion by Dickman, seconded by Bagnato to adjourn. Vote-all
yeas, motion carried.
