Mayor Bickley called the Council meeting of April 6th, 2004
to order by with the Pledge of Allegiance.
Roll Call: Present - Bagnato, Dickman, Fox, Jenkins, Kovesdi
and Wolf.
Motion by Fox, seconded by Dickman to approve the Minutes
of the March 16th , vote-all yeas, motion carried.
Motion by Fox, seconded by Wolf to pay the Council bills
for April 6th , 2004 in the amount of $35,157.99. The ACC
bill in the amount of $75.00 will be refunded. Vote-all yeas,
motion carried.
Motion by Dickman, seconded by Fox to pay the Utility bills
for April 6th , 2004 in the amount of $54,836.85. Vote-all
yeas, motion carried.
CITIZEN PARTICIPATION
Dave Frederick and Dave Mesenburg were in attendance to discuss
2 parcels of land along the south side of Landsdown that they
would like to annex under a type 1 agreement, with 5 parts.
The Planning Commission recommends the proposal to Council
with a unanimous vote. Motion by Fox, seconded by Dickman
to take Planning Commissions recommendation to move forward
with the agreement. Roll call: Bagnato-abstain, Fox-yes, Dickman-yes,
Jenkins-yes, Kovesdi-yes, Wolf-yes, vote-5 yeas 1 abstention,
motion carried.
Motion by Fox, seconded by Bagnato to allow the Melon Festival
to use the park on September 4-6, along with the indicated
streets, with the proper insurance, vote-all yeas, motion
carried.
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-None
Safety-None
Finance-None
Regional Planning, Building Codes & Inspection -The Executive
Board of Regional Planning approved the Landsdown project
and now will go to the Erie County Commissioners.
A new storm water district was discussed at the Erie Regional
Governmental meeting.
Utilities-Time Warner and the Village have reached an agreement
on the number of poles they are on. It was suggested a pole
and franchise agreement be done at the same time. Chris Thomas
from Time Warner was asked to write up the franchise fee written
up with 3% going to the Village, which is the current fee.
A 15 year non-exclusive contract is standard. The Village
could ask for a monthly report from Time Warner. At this time,
the Village has more to lose without a contract then Time
Warner does.
Civic Contact and Historical Preservation-The model UN class
from Firelands toured the Village of Milan. Some of the students
were from Japan.
Erie Lodge celebrated their 150th anniversary. The Mayor
presented a proclamation.

NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -None
Safety-Motion by Jenkins, seconded by Kovesdi to accept the
resignation of Rene Cerda , vote-all yeas, motion carried.
Motion by Fox, seconded by Dickman to hire the following
part-time police officers, effective April 6th, 2004, with
one year probation at the rate of $8.50 an hour pending a
passing physical: Derek Wilhelm, Adam Keppler and Jeffrey
Wagner. Vote-all yeas, motion carried. The 3 were sworn in
by Mayor Bickley.
Signs were posted prohibiting firearms in Village property.
A policy for employees will be drawn up.
Finance-None
Regional Planning, Building Codes & Inspection -The Mayor
attended a Northwestern Ohio Planning Session at the Great
Bear Lodge.
Utilities-None
Civic Contact and Historical Preservation-The Mayor met with
Chris Harland and Time Warner for a show that will be aired
tomorrow night, updating the community.
Motion by Fox, seconded by Dickman to not to authorize the
McLane's to use the council room in case of rain on June 19th,
2004, due to the amount of people. Vote-all yeas, motion carried.
It was suggested they try Town Hall.
Motion by Fox, seconded by Wolf to authorize Laurie Parkinson
to use the gazebo on May 22nd. Additional insurance must be
provided. Vote-all yeas, motion carried.
The museums will open May 1st .
The open house has been rescheduled for May 2nd.
The police bench is at IPC being painted.
Parks and Trees-The Arbor Day celebration will be on April
30th. A tree will be planted in front of Groff Funeral Home.
It was suggested finding out where the conduit will be so
trees are not planted in the way.
