Council Minutes - April 18, 2006
The meeting of April 18th, 2006 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley.

Roll Call: present-Bagnato, Dickman, Fox, Jenkins, Maloney and Martin.

Motion by Fox, seconded by Martin to approve the Minutes of April 4th, 2006. Vote-all yeas, motion carried.

Approval of the Council Bills for April 7th, 2006 in the amount of $14,059.58, and the April 18th, 2006 Council Bills in the amount of $9,922.19. Vote-all yeas, motion carried.

Approval of the Utility Bills for April 7th , 2006 in the amount of $29,300.15, and the April 18th , 2006 Utility Bills in the amount of $56,926.09. Vote-all yeas, motion carried.

CITIZEN PARTICIPATION

Ron and Martha Shafer were told the Village will not be adding storm sewers on Chippewa Drive.

Attorney Bill Boehk spoke on behalf of Marilyn and Diane Ortman who are against the plans for street work on Liberty, Merry and Swan Streets. The revised plans were re-submitted last October. The Ortman's concerns also included how Council does business in the representation it does with the public and other entities. Boehk stated a petition signed by 200 people not wanting the project exists, and his clients would consider writing to the Public Commission about the project, with legal council. They do not see the need for widening, storm sewers or curbs. Also, the loss of trees. Boehk claimed the grant application holds false statements. The Village's viewpoint was there is a drainage problem that is causing pot holes, and the road would need to be sealed, therefore it would have to have some curbs. It was felt the trees and width could be negotiated . Boehk stated he would advise his clients to listen to the engineers if they felt sealing and curbing was necessary. Council and the Street Committee will take a look at the plans again.

Motion by Fox, seconded by Jenkins to authorize the Melon Festival Committee street closings as requested in writing and presented to Council with the standard agreement, along with the fire departments needs to cover their chicken dinner. EMS will set a trailer up on Main Street for emergencies. Vote-all yeas, motion carried.

Jim and Shirley Ward, Laura Lindsay and Nicholas White were also in the audience.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-The next step for the muni parking lot is the review documents due on April 21st. The Front Street handicap ramp construction drawings are due at the same time.

Safety-A backup system power supply was ordered from Vasu for the police radio repeater and will be installed on the water tower. The cost was approximately $750.00.

Motion by Bagnato, seconded by Fox to amend the previous motion hiring Eric Costante to include a one-year probationary period. Vote-all yeas, motion carried.

Regional Planning, Building Codes & Inspection-None

Utilities-None

Civic Contact and Historical Preservation -None

Parks and Trees-None

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -Dates for the St. Rt. 250 Bridge Replacement are: September 28th, 2006 award date, March 13th , 2007 start date with an October 15th, 2007 completion date.

The culvert work being done on St. Rt. 113E is wide enough for a future bike path.

Safety-None

Finance-RITA is willing to again send out letters to delinquent tax payers, at no charge. The Administrator recommends this does not occur as this was done only six months ago.

Regional Planning, Building Codes & Inspection-The last Regional Planning meeting was cancelled, with a variance and a new project falling through.

It was suggested looking into Erie County Regional Planning for funds for a bike path. The first priority would be money for the muni parking lot.

Utilities-Two flood lights were installed at Sleepy Hollow and a street light at Melanie Lane.

Civic Contact and Historical Preservation-On May 8th, Erie-Huron Counties CAC, Inc., will host its 2nd Annual Community Forum at the Sandusky Yacht Club. The event will cover how to better meet the needs of low-income people through collaboration.

The Administrator and Mayor attended a Tree City USA Award Ceremony in Mentor.

The Mayor prepared a Proclamation for Arbor Day.

Parks and Trees-None

UNFINISHED BUSINESS

Motion by Bagnato, seconded by Fox to approve the application for farmland in an agricultural district. Vote-all yeas, motion carried.

Discussion again turned to the Liberty, Merry and Swan Street project, with Council members again assuring the public they would review the plans.

Motion by Bagnato, seconded by Fox to enter into Executive Session to discuss the compensations of a public employee, Jim Ward, with Council, the Mayor, the Solicitor and Fiscal Officer only in attendance at this time . Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Maloney-yes, Martin-yes, Bagnato-yes, motion carried.

Motion by Fox, seconded by Bagnato to return to regular session. . Roll call: Fox-yes, Jenkins-yes, Maloney-yes, Martin-yes, Bagnato-yes, Dickman-yes, motion carried.

Motion by Dickman, seconded by Bagnato to start the next regularly scheduled Council meeting on May 2nd , 2006 at 8:00 P.M., due to elections being held in Council Chambers. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas, motion carried.
