| The meeting
of April 19th , 2005 was called to order with the Pledge of
Allegiance by Mayor Robert C. Bickley.
Roll Call: Present - Dickman, Fox, Jenkins, Kovesdi and Wolf.
Bagnato-absent.
Motion by Fox, seconded by Jenkins to approve the Minutes
of April 5th, 2005. Vote-all yeas, motion carried.
Motion by Fox, seconded by Jenkins to approve the Council
bills for April 19th, 2005 in the amount of $4,738.81. Vote-all
yeas, motion carried.
Motion by Dickman, seconded by Fox to approve the Utility
bills in the amount of $14,929.97. Vote-all yeas, motion carried.
CITIZEN PARTICIPATION
Laura Rice has grass growing in the deco rational stones
the Village placed at her sidewalk last year. Smitty will
spray it.
The Administrator and Smitty will look at cracks in the sidewalk
on the recently completed Wilcoxson Street. The job should
still be under some sort of warranty.
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-None
Safety-None
Finance-Six soft copies of the Codified Ordinances will be
ordered along with the Village proceeding with the on-line
version.
Regional Planning, Building Codes & Inspection-The Planning
Meeting for fences will be on April 28th, at 7:30 P.M.
Utilities-None
Civic Contact and Historical Preservation-None
Parks and Trees-The Village will look into the trees on the
left hand side of the hill on the embankment going east on
of St. Rt. 113 E. They seem to be lying on the wires.
NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -None
Safety-The police department will soon be receiving money
through a drug bust.
The Mayor will have a budget on May 19th for Mayor's Court
and would like to be up and running by June 1st .
Finance-The forgiveness tax will be transferred into streets
again this year.
The Fiscal Officer's anniversary date for her raise that
was approved in the original motion in January is May 9th.
Regional Planning, Building Codes & Inspection -None
Utilities-The latest budget proposals call for a 30% increase
in the KwH tax.
Civic Contact and Historical Preservation- The museums will
open on May 1st .
Parks and Trees-The sign at Lockwood is in bad shape and
Council feels it can be painted, although the Administrator
would like to replace it.
Motion by Fox, seconded by Dickman to authorize the Solicitor
to amend the park ordinance to include no dogs allowed.
Council would like to see the police cite skateboarders in
the business district.
UNFINISHED BUSINESS
The next month's utility bills should include a letter about
animal clean up in Village parks.
Motion by Jenkins, seconded by Kovesdi to excuse Bagnato
from tonight's Council meeting.
LEGISLATION
AN ORDINANCE AMENDING ORDINANCE NO. 373-03-05 AUTHORIZING
AND DIRCTING THE APPROPRIATION OF UNAPPROPRIATED FUNDS IN
THE WATER AND THE SEWER FUND. Motion by Jenkins, seconded
by Fox to adopt by title only. Roll call: Fox-yes, Jenkins-yes,
Kovesdi-yes, Wolf-yes, Dickman-yes. Motion carried, Ordinance
no. 376-04-05
A RESOLUTION FOR THE ADOPTION OF THE NATIONAL INCIDENT MANAGEMENT
SYSTEM (NIMS). Motion by Jenkins, seconded by Fox to adopt
by title only. Roll call: Jenkins-yes, Kovesdi-yes, Wolf-yes,
Dickman-yes, Fox-yes. Motion carried, Resolution no. 526-04-05
A RESOLUTION PROTESTING THE IMPLEMENTATION AND ACCEPTANCE
OF THE SECA TARIFF FILINGS AND DECLARING AN EMERGENCY. Motion
by Fox, seconded by Jenkins to waive the three reading rule.
Roll call: Kovesdi-yes, Wolf-yes, Dickman-yes, Fox-yes, Jenkins-yes,
motion carried. Motion by Fox. seconded by Kovesdi to adopt
as an emergency by title only. Roll call: Wolf-yes, Dickman-yes,
Fox-yes, Jenkins-yes, Kovesdi-yes. Motion carried, Resolution
no. 527-04-05
Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas,
motion carried.
