Council Minutes - May 3rd, 2005
The meeting of May 3rd, 2005 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley.

Roll Call: Present -Bagnato, Dickman, Fox, Jenkins, and Wolf, Kovesdi-absent.

Motion by Fox, seconded by Dickman to approve the Minutes of April 19th, 2005. Vote-all yeas, motion carried.

Motion by Fox, seconded by Jenkins to approve the Council bills for May 3rd, 2005 in the amount of $50,377.27. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Fox to approve the Utility bills in the amount of $29,345.93. Vote-all yeas, motion carried.

CITIZEN PARTICIPATION

Jennifer Martin addressed Council on the decision to ban dogs from all Village owned parks. She asked Council to revisit the issue, suggesting they could start with signs indicating no dog waste in parks.

Streets, Sidewalks and Storm Sewers-None

Safety-None

Finance-None

Regional Planning, Building Codes & Inspection-It is the recommendation of the Planning Committee to approve the plat of Landsdown.

AN ORDINANCE ACCEPTING THE PLAT OF THE LANDSDOWN LAND COMPANY, LLC, ANNEXATION OF APROXIMATELY 7.5655 ACRES OF REAL ESTATE AND DECLARING AN EMERGENCY. Motion by Wolf, seconded by Bagnato to suspend the rules. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Wolf-yes, Bagnato-yes, motion carried. Motion by Wolf, seconded by Bagnato to adopt as an emergency by title only. Roll call: Fox-yes, Jenkins-yes, Wolf-yes, Bagnato-yes, Dickman-yes. Motion carried, Ordinance no. 377-05-05.

Parks and Trees-None

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -A tree on Liberty along with a tree at Huron and Swan Streets need to be looked at.

Safety-The Mayor will notify the Ohio Supreme Court that the Village will soon be starting up Mayor's Court. The Village is looking into leasing software from GBS. Steve Palmer will be the Magistrate with a salary of $625.00 month. Motion by Fox, seconded by Jenkins to authorize the Solicitor to draw up legislation to get Mayor's Court running along with a loan from the general fund to not exceed $5000.00. Vote-all yeas, motion carried.

Regional Planning, Building Codes & Inspection -None

Utilities-None

Civic Contact and Historical Preservation- Motion by Bagnato, seconded by Dickman to allow the Herb Club to hold their annual plant sale outside the town hall on May 21st, from 9:00 A. M. to noon. Vote-all yeas, motion carried.

Cruisin' on the Square will start on May 17th, with 7 parking places roped off for police and Council. Restrooms won't be open to public.

Council start time will be moved to 8:00 P.M. when future elections take place in the council room.

UNFINISHED BUSINESS

LEGISLATION

AN ORDINANCE PROHIBITING DOGS IN THE VILLAGE PARK AREAS, OWNED OR OPERATED BY THE VILLAGE OF MILAN. Motion by Bagnato, seconded by Dickman to bring this ordinance to its first reading by title only. Vote-all yeas, motion carried.

Motion by Fox, seconded by Jenkins to excuse Kovesdi from tonight's meeting. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Jenkins to adjourn. Vote-all yeas, motion carried.
