Mayor Bickley called the Council meeting of May 4th, 2004
to order by with the Pledge of Allegiance.
Roll Call: Present - Bagnato, Dickman, Fox, Jenkins, Kovesdi
and Wolf.
Motion by Wolf, seconded by Fox to approve the Minutes of
the April 6th , vote-all yeas, motion carried.
Motion by Fox, seconded by Kovesdi to pay the Council bills
for April 20th , 2004 in the amount of $17,934.39, and $14,223.58
for the May 4th, 2004 bills. Vote-all yeas, motion carried.
Motion by Dickman, seconded by Jenkins to pay the Utility
bills for April 20th , 2004 in the amount of $76,390.18, and
$26,387.03 for the May 4th , 2004 bills. Vote-all yeas, motion
carried.
CITIZEN PARTICIPATION
Sue Fondaw of 51 S. Edison Drive approached Council on the
Wilcoxson Street project. Although she has spoken to Council,
the street department and the Administrator, she feels the
contractors are drawing it out. Part of the reason it has
taken longer than originally planned, is there were two faults
in the sewer lines. The engineers will be marking the street
for paving, and it should be finished up in a week or so.
Dick Smith addressed Council to compliment Administrator
Jim Brown on his ability to work with the public, stating
he is fair, honest and a good listener.
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-The maple tree stump
on will need to come out by Fondaw's.
Safety-None
Finance-None
Regional Planning, Building Codes & Inspection -None
Utilities-The poles and wires on Wilcoxson are stretched.
The phone company will be contracted about the removing the
pole on Edison.
Civic Contact and Historical Preservation- The Lavender awards
for Serving Our Seniors was held recently at the Clarion Inn.
Parks and Trees-None
NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -Brush pick up is not
quite complete due the chipper breaking, but it should be
up and running tomorrow.
The engineers feel there will be a need for a catch basin
on Oak Street.
The Street Superintendent would like to paint the stop line
in front of the Administration building. He would need to
borrow a sprayer from Norwalk. He may also need to borrow
the stripper, occasionally.
The Village may be purchasing a new street department truck
this year, holding off on the police cruiser.

Finance-Motion by Bagnato, seconded by Wolf to pay a monthly
dental bill of $178, monthly premium of approximately $80
along with a once a year fee of $460 as the bills are submitted
by the Administrator to the Fiscal Officer for dental insurance
for the Administrator. The Administrator is refusing the full
insurance benefits that were offered as part of his hiring
in for dental coverage. A copy of the approved minutes will
be placed in his personnel file. Vote-all yeas, motion carried.
Motion by Fox, seconded by Wolf to authorize the Solicitor
to amend the clothing allowance ordinance to include the utility
clerks and set a price. Vote-all yeas, motion carried.
The Administrator will look into photo ID's for the employees.
Regional Planning, Building Codes & Inspection -The Township
will be looking into annexation by Landsdown.
Utilities-The Administrator will look into the Utility Department
taking credit cards. He feels this will take care of some
of the delinquent accounts.
Civic Contact and Historical Preservation-Motion by Wolf,
seconded by Bagnato to allow the Adoration Assembly of God
to use the gazebo in the square for the observation of the
National Day of Prayer on May 6th, 2004 at 6:00 p.m. Vote-all
yeas, motion carried.
June 13th, 2004 will be the celebration of the Moravian Heritage.
It was requested the Mayor give a proclamation.
The Administrator would like to end the contract with AMP
Ohio for the safety meetings, stating the Safety Council of
Sandusky can provide the same service at a much cheaper cost.
AMP Ohio will be invited to the next Council meeting to discuss
this. The Sandusky Safety Council will also be included.
Parks and Trees-Six trees were planted for Arbor Day, 2 on
Main Street, 2 on Lockwood by the park and 2 at the Presbyterian
church.
Motion by Bagnato, seconded by Kovesdi to sell the CCH rated
playground set that used to be at Pilgrim Park to Bill and
Julie Stelzer for $1. The Administrator will draw up an "as
is" contract. Also in the motion, trees from the tree
farm will be sold at a nominal fee of $1, since they are not
usable to the Village. Vote-all yeas, motion carried.

AN ORDINANCE PROHIBITING THE CARRYING OF CONCEALED WEAPONS
UPON ANY PREMISES, INCLUDING PARKS OR RECREARTIONAL AREAS,
OWNED OR OPERATED BY THE VILLAGE OF MILAN. Motion by Bagnato,
seconded by Fox to bring this ordinance to its first reading
by title only. Vote-all yeas, motion carried.
AN ORDINANCE PURSUINT TO SECTION 5705.03 OF THE REVISED CODE
REQUESTING THE ERIE AND HURON COUNTY AUDITOR TO CERTIFY TO
THE COUNCIL OFR THE VILLAGE OF MILAN, ERIE AND HURON COUNTY,
OHIO, TH ETOTAL CURRENT TAX VALUATION OF THE VILLAGE OF MILAN,
OHIO AND THE DOLLAR AMOUNT OF REVENUE THAT WOULD BE GENERATED
BY THE RENEWAL OF A FOUR (4.0) MILL TAX LEVY FOR PURPOSES
OF THE GENERAL CONSTRUCTION, RECONSDTRUCTION, RESURFACING
AND REPAIR OF STREETS, ROADS AND BRIDGES WITHIN SAID VILLAGE.
Motion by Bagnato, seconded by Fox to bring this ordinance
to its first reading by title only. Vote-all yeas, motion
carried.
EMERGENCY
AN ORDINANCE AUTHORIZING AND DIRECTING THE VILLAGE ADMINISTRATOR
TO ENTER INTO AN AGREEMENT WITH MARGARETTA TOWNSHIP, OHIO,
TO ACT AS CONTRACTING AGENT TO PROVIDE BUILDING DEPARTMENT
ENFORCEMENT SERVICES TO MARGARETTA TOWNSHIP, OHIO, AND DECLARING
AN EMERGENCY. Motion by Bagnato, seconded by Jenkins to suspend
the rules. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Kovesdi-yes,
Wolf-yes, Bagnato-yes, motion carried. Motion by Bagnato,
seconded by Fox to adopt by title only as an emergency. Roll
