Council Minutes - May 17th, 2005
The meeting of May 17th, 2005 was called to order with the Pledge of Allegiance by President Pro-temp John Fox.

Roll Call: Present -Bagnato, Dickman, Fox, Jenkins, Kovesdi and Wolf.

Motion by Dickman, seconded by Jenkins to approve the Minutes of May 3rd, 2005. Vote-all yeas, motion carried.

Motion by Bagnato, seconded by Dickman to approve the Council bills for May 17th, 2005 in the amount of $6,514.42. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Jenkins to approve the Utility bills in the amount of $13,572.82. Vote-all yeas, motion carried.

CITIZEN PARTICIPATION

Motion by Bagnato, seconded by Kovesdi to authorize the Melon Festival Committee street closings as requested in writing and presented to Council, with the standard agreement. Vote-all yeas, motion carried.

Motion by Bagnato, seconded by Wolf to allow the Melon Festival Committee the use of the Administration Building to hold their meetings, with the Planning and/or Zoning Committees having priority over the Melon Festival Committee. Vote-all yeas, motion carried.

Dave Longo of 65 Center Street addressed Council on the proposed ordinance prohibiting dogs from being in Village parks. He stated reason s why he felt it shouldn't be approved.

Jennifer Martin of 18 Lockwood submitted a petition with 111 signatures against the proposed ordinance. She also supplied Council with alternatives for dog clean ups in Village parks.

Mary Grindahl of 27 E. Williams also spoke up against the ordinance.

Motion by Jenkins, seconded by Kovesdi to table the ordinance. Motion by Jenkins, seconded by Kovesdi to withdraw the motion. AN ORDINANCE PROHIBITING DOGS IN THE VILLAGE PARK AREAS, OWNED OR OPERATED BY THE VILLAGE OF MILAN. Motion by Dickman, seconded by Jenkins to suspend the rules. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, motion carried. Motion by Bagnato, seconded by Kovesdi to adopt by title only. Fox-no, Jenkins-no, Kovesdi-no, Wolf-no, Bagnato-no, Dickman-no, ordinance fails.

Brian Crosby submitted a letter to Council stating his objection to the proposed project on Liberty/Swan Streets.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-The sidewalk oh the eastern part of Wilcoxson is being repaired.

Safety- Motion by Dickman, seconded by Jenkins to accept the resignation of Officer Jeff Wagner effective May 21st, 2005. Vote-all yeas, motion carried.

Finance- Mayor's Court will lease software for 36 months at $216.00 a month from GBS.

Regional Planning, Building Codes & Inspection -Regional Planning will hold their next meeting on Thursday, May 26th, and will be discussing phase II of Kalahari.

AN ORDINANCE CREATING A FUND ACCOUNT AND APPROPRIATING UNAPPROPRIATED FUNDS IN THE FORFEITURE ACCOUNT. Motion by Wolf, seconded by Jenkins to bring this ordinance to adopt by title only. Roll call: Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes, Fox-yes. Motion carried, Ordinance no . 378-05-05

AN ORDINANCE AUTHORIZING AND DIRECTING THE VILLAGE FISCAL OFFICER TO TRANSFER A SUM, NOT TO EXCEED $5,000.00 FROM THE GENERAL FUNDTO THE MAYOR'S COURT, AS AND FOR START UP EXPENSES AND REQUIRING THE REDEPOSIT OF ANY OF THOSE FUNDS TO THE GENERAL FUND WITHIN THE FISCAL YEAR 2005. Motion by Dickman, seconded by Kovesdi to bring this ordinance to adopt by title only. Roll call: Kovesdi-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes. A RESOLUTION FOR THE ADOPTION OF THE NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS), AND DECLARING AN EMERGENCY. Motion by Bagnato, seconded by Jenkins to suspend the rules. Roll call. AN ORDINANCE WITH THE PURPOSE OPF RESURFACING STATE ROUTE 601 IN HURON AND ERIE COUNTIES, FROM STATE ROUTE 61 TO STATE ROUTE 113. Motion by Bagnato, seconded by Jenkins to suspend the rules.
