Mayor Bickley called the Council meeting of May 18th, 2004
to order by with the Pledge of Allegiance.
Roll Call: Present - Bagnato, Dickman, Fox, Jenkins, Kovesdi
and Wolf.
Motion by Wolf, seconded by Fox to approve the Minutes of
the May 4th, after correcting the word contacted for contracted
in utilities, moving the telephone pole. Vote-all yeas, motion
carried.
Motion by Fox, seconded by Kovesdi to pay the Council bills
for May 18th , 2004 in the amount of $15,494.41. Vote-all
yeas, motion carried.
Motion by Dickman, seconded by Jenkins to pay the Utility
bills for May 18th, 2004 in the amount of $19,232.66. Vote-all
yeas, motion carried.
CITIZEN PARTICIPATION
Sue Fondaw of 51 S. Edison Drive approached Council on the
Wilcoxson Street project and read a prepared letter that will
be attached to the minutes.
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-The paving on Wilcoxson
will be done in the next few days, weather permitting.
Safety-None
Finance-Motion by Wolf, seconded by Jenkins to pay Jim Brown's
dental bills for March and April. The original motion was
made in May, omitting prior month's payments. Vote-all yeas,
motion carried.
Motion by Kovesdi, seconded by Fox to award the Fiscal Officer
a 3% raise, retro to her May 9th anniversary, and a 50 cent
per hour raise to Nance Justice upon the completion of her
one year probationary period June 1st. Vote-all yeas, motion
carried.
Regional Planning, Building Codes & Inspection -None
Utilities-Sam's Club may be the cheapest way for the Utility
Department to set up equipment for credit card payments from
residents.
Civic Contact and Historical Preservation- None
Parks and Trees-None
NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -The pins need to be
reset at Ramsier's on Center Street. There is a discrepancy
where the property line falls.
Safety-A Village has the authority to spend $25,000 without
going out for bid if there is not an Administrator and $15,000
if there is an Administrator.
The state bids for 2005 cars should be out in June.

Utilities-None
Civic Contact and Historical Preservation-Marcy Kaptur was
featured on CSPAN speaking on the WWII Memorial. This has
been in the makings for 17 years, and there will be two flags
flying at the Ohio Veterans Home.
Jenkins was a judge the Invention Convention at Firelands
College, and this may be the last year, due to schools financial
problems.
The Mayor will be performing a wedding on Friday night, and
will be presenting a Proclamation for Katie Miklovic for her
Girl Scout Gold Award.
Motion by Bagnato, seconded by Kovesdi to allow John Fox
and fiancée Jeanne Schaefer the Council Chambers on
June 26, 2004 for their wedding. Vote-all yeas, motion carried.
Motion by Bagnato, seconded by Jenkins to allow the McLanes
the gazebo for a wedding rehearsal on June 18. Vote-all yeas,
motion carried. The Mayor will take care of the electricity.

AN ORDINANCE PROHIBITING THE CARRYING OF CONCEALED WEAPONS
UPON ANY PREMISES, INCLUDING PARKS OR RECREARTIONAL AREAS,
OWNED OR OPERATED BY THE VILLAGE OF MILAN. Motion by Bagnato,
seconded by Jenkins to bring this ordinance to its second
reading by title only. Vote-all yeas, motion carried.
AN ORDINANCE PURSUINT TO SECTION 5705.03 OF THE REVISED CODE
REQUESTING THE ERIE AND HURON COUNTY AUDITOR TO CERTIFY TO
THE COUNCIL OFR THE VILLAGE OF MILAN, ERIE AND HURON COUNTY,
OHIO, TH ETOTAL CURRENT TAX VALUATION OF THE VILLAGE OF MILAN,
OHIO AND THE DOLLAR AMOUNT OF REVENUE THAT WOULD BE GENERATED
BY THE RENEWAL OF A FOUR (4.0) MILL TAX LEVY FOR PURPOSES
OF THE GENERAL CONSTRUCTION, RECONSDTRUCTION, RESURFACING
AND REPAIR OF STREETS, ROADS AND BRIDGES WITHIN SAID VILLAGE.
Motion by Bagnato, seconded by Fox to bring this ordinance
to its second reading by title only. Vote-all yeas, motion
carried.
Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas,
motion carried.
