Council Minutes - June 1, 2004

Mayor Bickley called the Council meeting of June 1st, 2004 to order by with the Pledge of Allegiance.

Roll Call: Present - Bagnato, Dickman, Fox, Jenkins, Kovesdi and Wolf.

Motion by Fox, seconded by Bagnato to approve the Minutes of the May 18th . Vote-all yeas, motion carried.

Motion by Bagnato, seconded by Fox to pay the Council bills for June 1st, 2004 in the amount of $34,966.22. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Jenkins to pay the Utility bills for June 1st , 2004 in the amount of $111,588.23. Vote-all yeas, motion carried.

CITIZEN PARTICIPATION

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers- It was suggested the Village only pay 50% of the bushes at the corner of Center and Judson Streets . The shrubs were pulled during construction, but there is a discrepancy of whose property they were originally on. The total amount was approximately $600.00

Pavers may be put in at Laura Rice's home, with Buckeye doing the job

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -Cold mix will be put down in front of the Bed & Breakfast.

Safety-Motion by Fox, seconded by Dickman to accept the resignation of Thomas Mika effective May 20th, 2004. Vote-all yeas, motion carried.

Finance-At the recent finance meeting state bids were discussed for cruisers. The info should be out in October.

After Swan Street is re-paved there will extra property belonging to the Village that will need to be either vacated or auctioned off. The Village will not want the responsibility of maintaining it.

The drainage problem at the Deehr residence at Milan Manor will be discussed at the street meeting.

Motion by Jenkins, seconded by Fox to approve completion of Nancy Justice's 1-year probationary period. Vote-all yeas, motion carried.

Motion by Fox, seconded by Bickley to enter into contract with Hinckley & Lutes for work on Elm Street in the amount of $14,000.00. Vote-all yeas, motion carried.

Inspections will be done at all phases of all future jobs.

Motion by Jenkins, seconded by Fox to pay off the sewer note of $210,000.00, vote-all yeas, motion carried.

Regional Planning, Building Codes & Inspection -The swimming pool ordinance will be revisited.

Utilities-Members of Council would like the pole agreement with Time Warner to be attached to any contract the Village would enter into with the company. The Administrator will look into this along with asking for a donation of equipment for a governmental channel.

Civic Contact and Historical Preservation-Motion by Bickley, seconded by Jenkins to allow the museum to display 2 temporary signs on the square for the Moravian event on the weekend of June 12-13. Vote-all yeas, motion carried.

The Dayton Daily News will interview the Mayor. They are doing a segment on Ohio cities with the same names as more famous overseas cities.

Motion by Wolf, seconded by Bagnato to allow the Brauchler's the use square on June 20, 2004 for a graduation celebration, after determining what will be done during the two hours and how the clean up will go. Vote-all yeas, motion carried.

Mr. Mosher, who is re-doing the small building behind the Administration building would like permission to put a bike rack on the Village parking lot property. The request will be turned over to the Safety Committee.

Motion by Bagnato, seconded by Fox to allow the Melon Festival Committee the use of the council room for meeting. Vote-all yeas, motion carried.

Motion by Bagnato, seconded by Fox to allow Jeanette Henry to file for application of placement of farmland into as Agricultural District. This is a yearly formality. Vote-all yeas, motion carried.

AN ORDINANCE PROHIBITING THE CARRYING OF CONCEALED WEAPONS UPON ANY PREMISES, INCLUDING PARKS OR RECREARTIONAL AREAS, OWNED OR OPERATED BY THE VILLAGE OF MILAN. Motion by Bagnato, seconded by Fox to bring this ordinance to its third reading by title only. Vote-all yeas, motion carried. Motion by Wolf, seconded by Bagnato to adopt. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes. Motion carried, Ordinance no. 349-06-04.

AN ORDINANCE PURSUINT TO SECTION 5705.03 OF THE REVISED CODE REQUESTING THE ERIE AND HURON COUNTY AUDITOR TO CERTIFY TO THE COUNCIL OFR THE VILLAGE OF MILAN, ERIE AND HURON COUNTY, OHIO, THE TOTAL CURRENT TAX VALUATION OF THE VILLAGE OF MILAN, OHIO AND THE DOLLAR AMOUNT OF REVENUE THAT WOULD BE GENERATED BY THE RENEWAL OF A FOUR (4.0) MILL TAX LEVY FOR PURPOSES OF THE GENERAL CONSTRUCTION, RECONSTRUCTION, RESURFACING AND REPAIR OF STREETS, ROADS AND BRIDGES WITHIN SAID VILLAGE. Motion by Bagnato, seconded by Fox to bring this ordinance to its third reading by title only. Vote-all yeas, motion carried. Motion by Fox, seconded by Jenkins to adopt. Roll call: Fox-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes. Motion carried, Ordinance no. 350-06-04.
