| The meeting
of June 6th, 2006 was called to order with the Pledge of Allegiance
by Mayor Robert C. Bickley.
Roll Call: Dickman, Fox, Jenkins, Maloney and Martin-present,
Bagnato-absent.
Motion by Fox, seconded by Dickman to approve the Minutes
of May 2nd, 2006. Vote-all yeas, motion carried.
Motion by Maloney, seconded by Fox to approve the Council
Bills for May 24th, 2006 in the amount of $18,323.79. Vote-all
yeas, motion carried.
Motion by Fox, seconded by Dickman to approve the Council
Bills for June 6th, 2006 in the amount of $15,272.87. Vote-all
yeas, motion carried.
Motion by Dickman, seconded by Fox to approve the Utility
Bills for May 24th, 2006 in the amount of $153,007.79. Vote-all
yeas, motion carried.
Motion by Dickman, seconded by Fox to approve the Utility
Bills for June 6th, 2006 in the amount of $31,743.24. Vote-all
yeas, motion carried.
CITIZEN PARTICIPATION
Diane Ortman requested reviewing the new plans of the Swan
and Liberty Streets, before $10,000.00 is spent in engineering.
It was explained the depth was not changed, the elevation
has been.
Carla Rospert addressed Council on rollerblading on the sidewalks,
not on the streets, but questioned where to go when the sidewalk
ends. Council will look into the ordinance.

Safety-The installation of the battery backup on the police
radio repeater is complete.

NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -The Village was reimbursed
for one of the guardrails is paid to have replaced due to
an accident.
The area between Merry and Judson Streets was repainted by
ODOT to reflect no passing.
Safety-None
Finance-The Administrator provided an Industry Loss Financial
Impact Report to the Finance Committee and Council.
Regional Planning, Building Codes & Inspection-Regional
Planning Building Codes and Inspection Committee met to discuss
potential Brownfield Legislation.
Erie County Health Department is establishing a new county-wide
plumbing code, including all contractors in the county having
to be licensed,
Utilities-During the power outage on May 2nd, the Village
was able to switch over to the north sub-station. The Administrator
praised the work of Steve Rockwell and Kevin Ackerman.
The 8-inch waterline on Lockwood will cost approximately
$15,000-$17,000.00 and $19,000.00 in labor should the Village
choose not to do it themselves.
Civic Contact and Historical Preservation-The Milan Lions
Club sent a Thank You note for a donated dog kennel foe recycling.
There will be signs placed at W. Judson between Lockwood
and Main to show attention to children playing.
Parks and Trees-Markings will be painted on the basketball
courts at Sleepy Hollow Park.
UNFINISHED BUSINESS
LEGISLATION
AN ORDINANCE AMENDING SECTION 151.18 OF THE CODIFIED ORDINANCES
OF THE VILLAGE OF MILAN, OHIO, PERTAINING TO TRAVEL REIMBURSEMENT
POLICY. Motion by Jenkins, seconded by Maloney to bring this
ordinance to its second reading by title only. Vote-all yeas,
motion carried.
AN ORDINANCE APPROVING THE EDITING AND INCLUSION OF CERTAIN
ORDINANCES AS PARTS OF THE VARIOUS COMPONENT CODES OF THE
CODIFIED ORDINANCES OF MILAN, OHIO, AND DECLARING AND EMERGENCY.
Motion by Dickman, seconded by Jenkins to suspend the rules.
Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Maloney-yes,
Martin-yes, motion carried. Motion by Dickman, seconded by
Jenkins to adopt as an emergency by title only. Roll call:
Fox-yes, Jenkins-yes, Maloney-yes, Martin-yes, Dickman-yes.
Ordinance no. 414-06-06, motion carried.
Motion by Maloney, seconded by Jenkins to excuse Bagnato
from tonight's meeting. Vote-all yeas, motion carried.
Motion by Fox, seconded by Jenkins to take the recommendation
of the Street Committee and authorize the Administrator to
go out for bids on the municipal parking lot. Vote-all yeas,
motion carried.
Motion by Maloney, seconded by Martin to authorize the Administrator
to proceed with engineering on Swan and Liberty Streets, not
to exceed $10,000.00. Vote-all yeas, motion carried.
Motion by Dickman, seconded by Maloney to adjourn. Vote-all
yeas, motion carried.
