| The meeting
of June 7th, 2005 was called to order with the Pledge of Allegiance
by Mayor Robert C. Bickley.
Roll Call: Present -Bagnato, Dickman, Fox, Jenkins, Kovesdi
and Wolf.
Motion by Dickman, seconded by Bagnato to approve the Minutes
of May 17th, 2005. Vote-all yeas, motion carried.
Motion by Fox, seconded by Dickman to approve the Council
bills for June 7th, 2005 in the amount of $15,162.78. Vote-all
yeas, motion carried.
Motion by Bagnato, seconded by Fox to approve the Utility
bills for June 7th, 2005 in the amount of $70,047.54. Vote-all
yeas, motion carried.
CITIZEN PARTICIPATION
Pam Sullivan of AMP-OHIO conducted a presentation to Council
explaining the combustion turbine power schedule.
Laura Rice addressed the safety of the alley behind her house
on Main Street, feeling it is a safety issue, requesting it
be made one way, northbound. The idea would need to be run
by the police, with signs posted and passed in ordinance form.
Rice also had concerns about a fence she uses when taking
her dog out, and was told the Planning Commission and Council
were still working out the fence ordinance.
She informed Council about a crack in the sidewalk, by her
barn on Wilcoxson.
Marilyn Ortman felt the salt used during the winter killed
grass on the tree lawns.
She again told Council of her dissatisfaction of the cosmetics
on the proposed Swan/Liberty Streets project. The project
has been tabled, due to the grant being rejected.
Larry Schell requested the Mayor look into people and dogs
in the streets, when sidewalks are available.
Motion by Fox, seconded by Kovesdi to have garbage picked
up on only Thursday's, not 4 days a week, and to authorize
the Solicitor to write up legislation. Vote-all yeas, motion
carried.
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-The grant for Liberty/Swan
Streets didn't go through. It was suggested some of the Village
money that would have been used for the project could be used
to improve the Village owned parking lot behind the businesses
on the square. Council would like to see Share-A-Ride looked
into, once the lot is paved.

NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -None
Safety-Motion by Jenkins, seconded by Fox to accept the resignations
of crossing guard Julie Stelzer on June 3rd, part-time police
officer Michael Leathem on June 8th, and part-time police
officer Stephanie Daverio on June 19th . Vote-all yeas, motion
carried.
Finance-None
Regional Planning, Building Codes & Inspection -None
Utilities-None
Civic Contact and Historical Preservation-The Auditors are
in town, measuring houses for appraisals.
Parks and Trees-The tree on Old State Road is starting to
die, and needs to be looked at.
UNFINISHED BUSINESS
A work session will be held on June 14th at 7:00 P.M., with
Council and the planning Committee to work out the fence ordinance.
Motion by Jenkins, seconded by Bagnato to allow Ryanne Rodrigues
to use the gazebo for her wedding on June 11th. Insurance
paper has been provided. Vote-all yeas, motion carried.
LEGISLATION
AN ORDINANCE TO AUTHORIZE THE EXECUTION OF A MASTER SERVICES
AGREEMENT BETWEEN THE VILLAGE OF MILAN AND AMERICAN MUNICIPAL
POWER-OHIO, INC. Motion by Bagnato, seconded by Fox to bring
this ordinance to its first reading by title only. Vote-all
yeas, motion carried.
AN ORDINANCE AUTHORIZING THE EXECUTION OF THE COMBUSTION
TURBINE POWER SCHEDULE BETWEEN THE VILLAGE OF MILAN AND AMERICAN
MUNICIPAL POWER-OHIO, INC. Motion by Bagnato, seconded by
Fox to bring this ordinance to its first reading by title
only.
AN ORDINANCE AUTHORIZING THE EXECUTION OF POWER PURCHASE
SCHEDULES TO SELL THE MUNICIPALITY'S PROJECT SHARE OF THE
CAPACITY OF COMBUSTION TURBINE PROJECT TO AMERICAN POWER-OHIO,
INC. Motion by Bagnato, seconded by Wolf to bring this ordinance
to its first reading by title only.
Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas,
motion carried.
