Council Minutes - June 20, 2006
The meeting of June 20th, 2006 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley.

Roll call:-Bagnato, Dickman, Jenkins, Maloney and Martin-present. Fox-absent

Motion by Dickman, seconded by Martin to approve the Minutes of June 6th, 2006. Vote-all yeas, motion carried.

Motion by Maloney, seconded by Dickman to approve the Council Bills for June 20th, 2006 in the amount of $13,925.06. Vote-all yeas, motion carried.

Motion by Maloney, seconded by Dickman to approve the Utility Bills for June 20th, 2006 in the amount of $88,443.95. The Fiscal Officer will void Mesenburg Brothers check and re-issue another minus sales tax. Vote-all yeas, motion carried.

CITIZEN PARTICIPATION

Raymond Saneholtz and Rachel Latta from Feller, Finch & Associates, Inc., an engineering and surveying firm asked Council to keep them in mind for future projects.

Ron and Martha Shafer were also in attendance.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-The culvert on St. Rt. 113 E will close on Monday, June 26th .

The muni parking lot will go out for advertisement starting tomorrow for two weeks with a pre-bid meeting on Wednesday June 28th, with bids due on July 14 at 2:00 P.M... A revised estimate was necessary due to the Administrator and Dean Frederick not accounting for prevailing wages, which will add approximately $30, 00.00. Which would included project management and inspection for am amount not to exceed $15,00.00, but more likely around $10,000.00 total cost on a $230,000.00

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -None

Safety-None

Finance-The annual budget has been reviewed by the Finance Committee and sent to the newspapers to post the public hearing. It will be brought before Council at the July 18th meeting.

Regional Planning, Building Codes & Inspection-None

Utilities-A sewer tap will be installed at the A-field on Main Street for a potential bathroom. The cost will be approximately $4900.00 with efforts in memory of Keith Ostheimer paying for it, or Council may want to consider the Village paying for it.

There is money appropriated in the electric department for a line truck and one is going up for bid in Wellington on July 12th . The Administrator and electric department have checked it over. Motion by Dickman, seconded by Bagnato to authorize putting a bid in for the Ford diesel, not to exceed $40,000.00. Vote-all yeas, motion carried.

Civic Contact and Historical Preservation-A tour bus with visitors from England will visit the Village on Sunday and will be greeted by Mayor Bickley.

Parks and Trees-The Administrator attended an Emerald Ash Borer workshop put on by ODNR. There is 50/50 grant money available, $1000.00 to $10,000.00 that would require a management plan.

UNFINISHED BUSINESS

Bagnato asked if a motion was necessary for a motion for the muni parking lot since it was for $15, 000.00, and the Administrator stated although he has the authority for $25,000.00 he would be more comfortable with a motion from Council. Motion by Bagnato, seconded by Jenkins to authorize the Administrator to contract Dean Frederick for project management and inspection for am amount not to exceed $15,00.00, but more likely around $10,000.00
Vote-all yeas, motion carried.

47 boxes were reviewed and cleared for disposal by the Records Commissions. The boxes were from the Fiscal Officer and Utility Department. Christie Lane Schools is certified to shred, and meets the requirements of the Ohio Historical Society. The Solicitor will move forward with the procedure.

Motion by Maloney, seconded by Jenkins to cancel the next regularly scheduled Council meeting on the 4th of July and meet on July 18th. Vote-all yeas, motion carried.

Motion by Maloney, seconded by Martin to authorize the Fiscal Officer to pay bills that come due during the cancelled meeting. Vote-all yeas, motion carried.

There will be 4 new lampposts at the muni parking lot similar to the ones at the square. Groff Funeral Home may be able to assist with the cost of two additional lampposts along Church Street adjacent to the Funeral Home.

The apron was replaced by the alley at the coffee shop and a 2-inch conduit was put in by the electric department.

LEGISLATION

AN ORDINANCE AMENDING SECTION 151.18 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF MILAN, OHIO, PERTAINING TO TRAVEL REIMBURSEMENT POLICY. Motion by Jenkins, seconded by Dickman to bring this ordinance to its third reading by title only. Vote-all yeas, motion carried. Motion by Maloney, seconded by Bagnato to adopt. Roll call: Dickman-yes, Jenkins-yes, Maloney-yes, Martin-yes, Bagnato-yes. Motion carried, Ordinance no. 415-06-06

Motion by Maloney, seconded by Jenkins to excuse Fox from tonight's meeting. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Jenkins to adjourn. Vote-all yeas, motion carried.
