Council Minutes - June 21st, 2005
The meeting of June 21st, 2005 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley.

Roll Call: Present -Bagnato, Dickman, Fox, Jenkins, Kovesdi and Wolf.

Motion by Jenkins, seconded by Fox to approve the Minutes of June 7th, 2005. Vote-all yeas, motion carried.

Motion by Fox, seconded by Kovesdi to approve the Council bills for June 21st, 2005 in the amount of $28,744.45. Vote-all yeas, motion carried.

Motion by Kovesdi, seconded by Fox to approve the Utility bills for June 21st, 2005 in the amount of $17,248.08. Vote-all yeas, motion carried.

AN ORDINANCE AMENDING EXHIBIT A TO ORDINANCE NO. 917-12-92 AND DECLARING AN EMERGENCY.

Motion by Fox, seconded by Jenkins to authorize the Solicitor to amend the police wage ordinance to include the part-time sergeant wage and after four years any raises would be by the recommendation of the Chief and as approved by Council. Vote-all yeas, motion carried.

Motion by Bagnato, seconded by Jenkins to suspend the rules. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, motion carried. Motion by Bagnato, seconded by Fox to adopt by title only as an emergency. Roll call: Fox-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes. Ordinance no. 381-06-05.

Motion by Jenkins, seconded by Dickman to hire George R. Kash as a part-time police officer with a starting rate of $8.75, effective June 21st , 2005 with a one year probationary period. Vote-all yeas, motion carried. Kash was sworn in by Mayor Bickley.

CITIZEN PARTICIPATION

Dick Jenkins informed Council a $10,000.00 permanent sound system will by placed in the Village Square, courtesy of the Melon Festival Committee and Chamber of Commerce. The Village electric department will assist wherever possible.

Bob Simmers gave Council a presentation of gas aggregation. The deadline is coming up for next year, and should be put in the 5-liner.

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -Motion by Jenkins, seconded by Bagnato to have the Chief of Police close Park Street during Cruisin On The Square, with the Village listed as additional insured.

Cruisin On The Square signs cannot be in front of the funeral home in the Village tree lawn.

Regional Planning, Building Codes & Inspection -None

Utilities-None

Civic Contact and Historical Preservation-It was questioned who gave permission to put the banners up around the Village. Motion by Bagnato, seconded by Fox to continue using the banners on the poles , but with prior approval as a courtesy. Vote-all yeas, motion carried.

The North Coast Journal will be in town tomorrow, with Milan being featured in the July/August edition.

LEGISLATION

AN ORDINANCE SETTING THE TAP FEE FOR PROPERTIES ACESSING THE GRAVITY SEWER TO BE CONSTRUCTED ALONG LANDSDOWN STREET IN THE VILLAGE OF MILAN, OHIO. Motion by Bagnato, seconded by Fox to bring this ordinance to its first reading by title only. Vote-all yeas, motion carried.

AN ORDINANCE DISIGNATING THURSDAY AS GARBAGE PICKUP DAY WITHIN THE VILLAGE OF MILAN. Motion by Bagnato, seconded by Fox to bring this ordinance to its first reading by title only. Vote-all yeas, motion carried.

AN ORDINANCE TO AUTHORIZE THE EXECUTION OF A MASTER SERVICES AGREEMENT BETWEEN THE VILLAGE OF MILAN AND AMERICAN MUNICIPAL POWER-OHIO, INC. Motion by Bagnato, seconded by Jenkins to bring this ordinance to its second reading by title only. Vote-all yeas, motion carried.

AN ORDINANCE AUTHORIZING THE EXECUTION OF THE COMBUSTION TURBINE POWER SCHEDULE BETWEEN THE VILLAGE OF MILAN AND AMERICAN MUNICIPAL POWER-OHIO, INC. Motion by Bagnato, seconded by Fox to bring this ordinance to its second reading by title only. Vote-all yeas, motion carried.

AN ORDINANCE AUTHORIZING THE EXECUTION OF POWER PURCHASE SCHEDULES TO SELL THE MUNICIPALITY'S PROJECT SHARE OF THE CAPACITY OF COMBUSTION TURBINE PROJECT TO AMERICAN POWER-OHIO, INC. Motion by Bagnato, seconded by Jenkins to bring this ordinance to its second reading by title only. Vote-all yeas, motion carried.

AN ORDINANCE APPROVING THE EDITING OAND INCLUSION OF CERTAIN ORDINANCES AS PARTS OF THE VARIOUS COMPONENT CODES OF THE CODIFIED ORDINANCES OF MILAN, OHIO AND DECLARING AN EMERGENCY. Motion by Bagnato, seconded by Jenkins to suspend the rules. Roll call: Fox-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes, motion carried. Motion by Bagnato, seconded by Fox to adopt by title only as an emergency. Roll call: Jenkins -yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes, Fox-yes. Motion carried Ordinance no.382-06-05.

AN ORDINANCE AUTHORIZING AND DIRECTING THE TRANSFER OF $3702.00 FROM THE FEMA FUNDS INTO THE STREET FUND AND APPROPRIATING UNAPPROPRIATED FUNDS IN THE STREET FUND. Motion by Bagnato, seconded by Fox to adopt by title only. Vote-all yeas, Ordinance no. 383-06-05

Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas, motion carried.
