Council Minutes - July 6, 2004

The Council Meeting of July 6th, 2004 was called to order by with the Pledge of Allegiance by Mayor Bickley .

Roll Call: Present - Bagnato, Dickman, Fox, Kovesdi, Jenkins and Wolf.

Motion by Fox seconded by Wolf to approve the Minutes of the June 15th. Vote-all yeas, motion carried.

Motion by Fox seconded by Wolf to pay the Council bills for June 30th, 2004 in the amount of $25,879.63. Vote-all yeas, motion carried.

Motion by Fox, seconded by Wolf to pay the Utility bills for June 30th, 2004 in the amount of $69,893.56. Vote-all yeas, motion carried.

CITIZEN PARTICIPATION

Mary Boose who is running for Republican Candidate of Huron County Recorder introduced herself to Council.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-Bids are due Friday, July 9th at noon for the Oak Street project.

The bricks for the retaining wall at Laura Rice's is on order, and should be done next week.

Safety-None

Finance-None

Regional Planning, Building Codes & Inspection - The Administrator is looking into swimming pool regulations, specifcally concerning fences. The Administrator would like to make sure the Ohio Administrative Code regarding swimming pools isn't in effect. Currently, the Zoning Inspector is informing people looking into pools that a fence is required.

Utilities-None

Civic Contact and Historical Preservation- Angel's Welcome Bed & Breakfast hosted North Coast Business Journal and invited some of Milan's residents to contribute an overview on businesses and governmental entities in the area for an article that will be in the July issue.

Parks and Trees-None

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -There is a stockade fence on the corners of William and Huron Streets, by the alley that presents a safety hazard. Members of Council questioned if there should have been a survey done first. It was thought if the corner was angled at 45 degrees it would help the situation.

Safety-Motion by Jenkins, seconded by Dickman to accept the resignation of Julianna Masterson (Trunko) effective July 1, 2004. Vote-all yeas, motion carried.

Finance-Motion by Fox, seconded by Jenkins to approve the formula that has been used in recent years for distribution of the Local Government Fund. Vote-all yeas, motion carried.

Regional Planning, Building Codes & Inspection -The Administrator made inquiries of putting a generator at the North sub-station and sell the capacity out to the system which would cover the debt service. It will be looked into further.

Utilities-None

Civic Contact and Historical Preservation-Motion by Bagnato, seconded by Dickman to authorize Robert Meister and Tina Ayers to use the gazebo on August 21, 2004 at 3 p.m. Vote-all yeas, motion carried.
Antiques in the Park will be on Sunday, July 10th.

Bickley represented the Village at the groundbreaking for the Firelands Safety Training Center.

The County Commissioners will hold a public hearing on July 22 at 9:30 am on the Landsdown annexation proposal at 2900 Columbus Avenue

FIRST READING

AN ORDINANCE AMENDING SECTION 151.14 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF MILAN, OHIO PERTAINING TO UNIFORM ALLOWANCES.
Motion by Bagnato, seconded by Wolf to put this ordinance on its first reading by title only, vote-all yeas, motion carried.

Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas, motion carried.
