| The meeting
of July 18th, 2006 was called to order with the Pledge of Allegiance
by Mayor Robert C. Bickley.
Roll call:-Bagnato, Dickman, Jenkins, Maloney and Martin-present.
Fox-absent
Motion by Dickman, seconded by Martin to approve the Minutes
of June 20th, 2006. Vote-all yeas, motion carried.
Motion by Fox, seconded by Jenkins to approve the Council
Bills for July 5th, 2006 in the amount of $3,209.67. Vote-all
yeas, motion carried.
Motion by Fox, seconded by Bagnato to approve the Council
Bills for July 18th, 2006 in the amount of $13,343.55. Vote-all
yeas, motion carried.
Motion by Dickman, seconded by Fox to approve the Utility
Bills for July 5th, 2006 in the amount of $43,559.84. Vote-all
yeas, motion carried.
Motion by Dickman, seconded by Fox to approve the Utility
Bills for July 18th, 2006 in the amount of $45,030.37. Vote-all
yeas, motion carried.
CITIZEN PARTICIPATION
Diane and Marilyn Ortman expressed their dissatisfaction
to Council feeling that residents on Bank Street were listened
to when it came to construction on their street.
Bill Mink asked Council if anything could be done with the
catch basin behind their house on 311 S. Main Street where
there was extensive flooding after the storms a few weeks
ago. The Village and Township worked together a few years
ago to clean it up. It may be more than just the catch basin.
Alicia Facemire had the same problem. The matter will be looked
into.
Ken Peterson from the Chamber of Commerce was in attendance
to answer questions and concerns about Cruisin on the Square.
Council wanted to know who authorized the Farmers Market that
was blocking the sidewalk and it will no longer be there.
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-Motion by Fox, seconded
by Jenkins to authorize the Solicitor to authorize the necessary
legislation for the muni parking lot. Vote-all yeas, motion
carried.
Safety-None
Finance-None
Regional Planning, Building Codes & Inspection-None
Utilities-Motion by Maloney, seconded by Fox to authorize
the Fiscal Officer to cut a check in the amount of $40,001.00
to the Village of Wellington for the line truck for the electric
department. Vote-all yeas, motion carried.
Civic Contact and Historical Preservation -The Mayor attended
the Annual 4th Grade National Awards that was held this year
at Veggie U.
Parks and Trees-None
NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -The athletic honor
signs are back up entering the Village. Dan Frederick is working
on a project for the athletic room at the weight room at the
high school that may have a place for the retired signs.
Safety-Two 25 mph signs have been placed on Edison Drive
will that street is being used as a detour.
Finance-Motion by Maloney, seconded Bagnato to submit the
annual budget the Erie County Auditor. Vote-all yeas, motion
carried. A public hearing was scheduled for tonight with no
one in attendance.
Regional Planning, Building Codes & Inspection-Motion
by Jenkins, seconded by Fox to appoint Jenny Henry Bobel to
the Planning Commission. Vote-all yeas, motion carried.
Utilities-The Lockwood project is complete.
The sewer tap at the "A" field is complete.
Motion by Jenkins, seconded by Bagnato to authorize the
Solicitor to necessary paperwork to follow proper procedure
to rid of the old electric truck. Vote-all yeas, motion carried.
The Administrator will speak to the employees about dodging
traffic on St. Rt. 250 while reading meters.
Civic Contact and Historical Preservation-A thank you note
will be coming from the residents on the Judson/Lockwood Street
residents for the Slow Children at Play sign that was recently
installed.
Parks and Trees-Motion by Bagnato, seconded by Fox to proceed
with a 50/50 deal with the Village and other community orgianizations
to repair the flag plaque base in the square that is in need
of repair. Vote-all yeas, motion carried.
UNFINISHED BUSINESS
The Village will not be helping with financial assistance
with sound system for the Melon Festival, except to possibly
buy the conduit and install it.
The gazebo columns are rotted.
Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas,
motion carried.
