Council Minutes - July 20th, 2004

The Council Meeting of July 20th, 2004 was called to order by with the Pledge of Allegiance by Mayor Bickley .

Roll Call: Present - Bagnato, Dickman, Fox, Kovesdi, Jenkins and Wolf.

Motion by Fox seconded by Kovesdi to approve the Minutes of the July 6th. Vote-all yeas, motion carried.

Motion by Fox seconded by Kovesdi to pay the Council bills for July 20th, 2004 in the amount of $45,184.40. Vote-all yeas, motion carried.

Motion by Fox, seconded by Dickman to pay the Utility bills for July 6th, 2004 in the amount of $22,639.45. Vote-all yeas, motion carried.

Motion by Fox, seconded by Jenkins to enter into Executive Session to discuss personnel. Roll call: Fox-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes, motion carried.

Motion by Fox, seconded by Jenkins to return to Regular Session. Roll call: Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes, Fox-yes, motion carried

Motion by Bagnato, seconded by Jenkins to extend the Administrators probationary period for 3 more months. Vote-all yeas, motion carried.

CITIZEN PARTICIPATION

John Zimmerman has taken the Village up on his offer help with zoning. Zimmerman will be the one to issue a permit on anything controversial, but will go by the book. There will be no charge unless it is something extremely time consuming. Zimmerman's secretary will do the paperwork. Concerns over fences should go to Wolf who will present them to the Planning Commission and John Zimmerman.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-Erie Blacktop has proposed to do sewer work, curbing and lay gravel before the Melon Festival, doing the remainder afterward. The Administrator spoke to the school about the fence and felt they were alright with it.

The Administrator felt using the existing catch basin off Merry & Liberty Streets would save the Village thousands of dollars, not having to put in a new one.

The bricks for the retaining wall at Laura Rice's is on order, and she be done next week.

Civic Contact and Historical Preservation- Motion by Bagnato, seconded by Fox to allow signage in the Square for the Basket Festival.

Motion by Bagnato, seconded by Jenkins to allow the request to plant a tree and plaque in honor of Tom O'Connor's memory in the Village, and to refer it to the Tree Commission. Vote-all yeas, motion carried.

It was decided it would be best to keep the Administration Building locked during Melon Festival.

The police department will need about 16 parking places, and the rest of the spaces in the building lot to be used for handicap parking.

SECOND READING

AN ORDINANCE AMENDING SECTION 151.14 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF MILAN, OHIO PERTAINING TO UNIFORM ALLOWANCES. Motion by Fox, seconded by Wolf to put this ordinance on its second reading by title only, vote-all yeas, motion carried.

Motion by Dickman, seconded by Jenkins to adjourn. Vote-all yeas, motion carried.
