Council Minutes - August 1,2006
The meeting of August 1st, 2006 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley.

Roll call:-Dickman, ,Fox, Jenkins, Maloney and Martin-present. Bagnato-absent The Administrator indicated Bagnato called stating he would be out of town and unable to attend tonight's meeting.

Motion by Dickman, seconded by Maloney to approve the Minutes of July 18th, 2006 after correcting Fox as being present at the meeting.. Vote-all yeas, motion carried.

Motion by Fox, seconded by Martin to approve the Council Bills for August 1st, 2006 in the amount of $15,418.61. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Maloney to approve the Council Bills for August 1st, 2006 in the amount of $88,002.61. Vote-all yeas, motion carried.

CITIZEN PARTICIPATION

Zach Rospert was in attendance representing the Berlin- Milan Youth Sports League trying to head a project to add a bathroom and concession stand to the "A" field in memory of Keith Ostheimer in conjunction with Edison Design Studio. He was asking all of this to possibly be done through donations, and felt it would be a good first step to say the sewer tap the Village had already done on St. Rt. 601 was donated to the cause and to waive the tap in fee. The Solicitor will check into the matter but suggests it be done by ordinance. The usual price is $450.00.

County Commissioner Sparky Weilnau and his wife Kathy were also in attendance.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-Construction on St. Rt. 113 by the culvert is running behind and a 12 day extension was requested, but the state may not grant it.

Safety-None

Finance-None

Regional Planning, Building Codes & Inspection-None

Utilities-There is no new news from Time Warner.

Civic Contact and Historical Preservation -There was a pet show recently at the library through the summer reading program, with pets in costume.

Parks and Trees-None

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -There might be enough money to fix Edison Road, from Berlin to Seminary. A. J. Reilly, Precision Paving and Erie Blacktop will be supplying prices.

Motion by Fox, seconded by Martin to allow the Chamber of Commerce sell bronze plaques for donations on the brick wall that will match the wall in front of the Administration Building. Vote-all yeas, motion carried.

Safety-Motion by Jenkins, seconded by Dickman to accept the resignation of Gene Hart on August 15th , 2006 , Vote-all yeas, motion carried.

It was felt S. Main Street needs to be monitored for speeders.

Finance-Motion by Maloney, seconded by Jenkins to authorize the Fiscal Officer to attend a class at Sandusky High School Adult Education Night Class. Vote-all yeas, motion carried.

Regional Planning, Building Codes & Inspection-None

Utilities-The Utilities Department Head had been taught how to calculate the PPC should the Administrator not be available to do it.

Civic Contact and Historical Preservation-None

Parks and Trees-The Melon Festival Committee has donated $250.00 towards the flag plaque in the square. The Legion has also been contacted since it is a veteran's memorial.

AN ORDINANCE AUTHORIZING THE VILLAGE ADMINISTRATOR TO DISPOSE OF VILLAGE OWNED PERSONAL PROPERTY NO LONGER NEEDED FOR ANY MUNICIPAL PURPOSE. Motion by Maloney, seconded by Dickman to suspend the rules. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Maloney-yes, Martin-yes, motion carried. Motion by Fox, seconded by Maloney to adopt by title only as an emergency. Roll call: Fox-yes, Jenkins-yes, Maloney-yes, Martin-yes, Dickman-yes. Motion carried, Ordinance no. 416-08-06

AN ORDINANCE AUTHORIZING AND DIRECTING THE TRANSFER OF $10,000.00 FROM THE POLICE FUND TO THE POLICE PENSION FUND . Motion by Maloney, seconded by Fox to adopt by title only. Roll call: Jenkins-yes, Maloney-yes, Martin-yes, Dickman-yes, Fox-yes. Motion carried, Ordinance no. 417-08-06

AN ORDINANCE AUTHORIZING THE VILLAGE ADMINISTRATOR TO AWARD CONTRACT FOR THE MUNICPIAL PARKING LOT PROJECT AND DECLARING AN EMERGENCY. Motion by Dickman, seconded by Fox to suspend the rules. Roll call: , Maloney-yes, Martin-yes, Dickman-yes, Fox-yes, Jenkins-yes, motion carried. Motion by Dickman, seconded by Fox to adopt by title only as an emergency. There will be a parking lot pre-construction meeting for the muni parking lot is on Thursday, August 3rd .

The pre-construction meeting for Main Street is on August 15th with construction to start on the 16th.
