The meeting of August 3rd, 2004 was called to order by with
the Pledge of Allegiance by Mayor Bickley.
Roll Call: Present - Bagnato, Dickman, Fox, Kovesdi, Jenkins
and Wolf.
Motion by Fox seconded by Dickman to approve the Minutes
of the July 20th. Vote-all yeas, motion carried.
Motion by Fox, seconded by Bagnato to pay the Council bills
for August 3rd, 2004 in the amount of $29,428.31. Vote-all
yeas, motion carried.
Motion by Fox, seconded by Dickman to pay the Utility bills
for August 3rd, 2004 in the amount of $65,046.56. Vote-all
yeas, motion carried.
CITIZEN PARTICIPATION
A question on aggregation was brought up to Council by Laura
Rice, and the Administrator explained a 12 month contract
is insurance against price spikes. The Village's contract
expires this December and prices are expected to go up.
Linda Burch addressed Council on the recycling sign on village
owned tree lawn next to her property. The Village was requested
to put the sign up by Erie County Recycling. ODOT will be
called to get a determination if it is in violation of the
state.
Dick Maloney questioned if sanitary sewers will be provided
by the Village at Landsdown, and they will not.
Kevin Zeiher introduced himself to Council as a candidate
for the 4th judge of Erie County. One of his biggest plans
is to correct the backlog problem.

NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -There will be a pre-construction
meeting for the Oak Street project. The school has taken down
the fence.
Safety-None
Finance-The owners of Governmental Systems, the Village's
software providers and support, have split. The Fiscal Officer
and head of the Utility Department would like to phase out
the contract with Governmental and go with the new company.
The contract for the utility software will be cancelled, if
possible. It was ordered 6 months ago.
The auditors conducted the exit interview and despite a few
minor management discrepancies, all went well.

Civic Contact and Historical Preservation- The Chamber of
Commerce will hold a meeting tomorrow morning in the Council
Room.
Parks and Trees-None

AN ORDINANCE AMENDING SECTION 151.14 OF THE CODIFIED ORDINANCES
OF THE VILLAGE OF MILAN, OHIO PERTAINING TO UNIFORM ALLOWANCES.
Motion by Bagnato, seconded by Fox to bring this ordinance
to its third reading by title only. Vote-all yeas, motion
carried. Motion by Wolf, seconded by Bagnato to adopt. Roll
call: Dickman-yes, Fox-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes,
Bagnato-yes. Motion carried, Ordinance no. 353-08-04
A RESOLUTION DECLARING THE AMOUNT OF TAXES THAT MAY BE RASIED
BY LEVY AT THE MAXIMUM RATES AUTHORIZED BY LAW WITHOUT THE
VOTE OF ELECTORS TO BE INSUFFICIENT AND DECLARING THE NECESSDITY
OF A RENEWAL LEVY IN EXCESS OF SUCH RATE: (5705.19 and 5705.25).
