Council Minutes - August 15,2006
The meeting of August 15th, 2006 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley.

Roll call:-present-Bagnato, Dickman, ,Fox, Jenkins, Maloney and Martin.

Motion by Dickman, seconded by Maloney to approve the Minutes of August 1st . Vote-all yeas, motion carried.

Motion by Fox, seconded by Martin to approve the Council Bills for August 15th, 2006 in the amount of $51,774.65. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Maloney to approve the Utility Bills for August 15th, 2006 in the amount of $130,520.19. Vote-all yeas, motion carried.

CITIZEN PARTICIPATION

Dan and Tina Frederick, Ron and Martha Shafer and Marilyn and Diane Ortman were in the audience.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-A letter was sent out to adjacent property owners of the muni parking lot if they want private contractors to work on their property, including downspouts.

Construction on St. Rt. 601 will start on August 16th .

The culvert on St. Rt. 113 should be done by August 28th.

Safety-More speeding tickets have been written on S. Main Street recently.

Utilities-None

Civic Contact and Historical Preservation -None

Parks and Trees-The Legion and Chamber will make donations for the flag plaque in the park.

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -Motion by Fox, seconded by Jenkins to go ahead with the Edison Drive project with Eric Blacktop at a price around $19,000.00, adding 2 inches to the top and 3 driveway aprons close to Berlin Road. Vote-all yeas, motion carried.

The Administrator is waiting to hear back from Huron County on possible ways to use the Permissive Tax money, possibly on Perrin or Old State Road.

Safety-Tenants that park in the muni parking lot will be able to use Main Street or the Administration parking lot while the muni parking lot is being paved.

Finance-None

Regional Planning, Building Codes & Inspection-None

Utilities-The historic traffic signal poles were discussed.

It was discussed having sewer rates for customers in June, July and August the same rate they pay in May. It was felt they shouldn't have to pay for watering grass and flowers since the water doesn't go through the sewer. It would most likely have to be done by ordinance.

Civic Contact and Historical Preservation-Codified- Police will be enforcing Ordinance 505.08 which a nuisance condition is dealing with animal waste on any public or private property. Whoever violates this would be guilty of minor misdemeanor

Parks and Trees-Motion by Maloney, seconded by Bagnato to allow Shirley Walker the use of the gazebo on September 9th . Insurance is in place. Vote-all yeas, motion carried.

Motion by Martin, seconded by Fox to allow Shirley Ward the use of Council Chambers on November 16th. Insurance is in place. Vote-all yeas, motion carried.

UNFINISHED BUSINESS

Fox brought it to Councils attention Council members have not had a raise in three years.

The bin for re-cycling phone books will be in the Administration parking lot due to paving in the usual place.

A local business inquired about the Street Department striping their parking lot. It was suggested getting some sort of documentation from the business requesting the job. It was discussed not doing the job because of free enterprise. If the village should chose not to, the company that will be in town to do the larger jobs before the Melon Festival could possibly do it.

Legislation

AN ORDINANCE AUTHORIZING AND DIRECTING THE APPROPRIATING OF UNAPPROPRIATED FUNDS IN THE CAPITAL IMPROVEMENT FUND. Motion by Fox, seconded by Bagnato to adopt by title only. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Maloney-yes, Martin-yes, Bagnato-yes. Motion carried, Ordinance no. 419-08-06

Motion by Fox, seconded by Bagnato to remit the Village share of the project to Landsdown Land Company and tap fees as they are received once the total certified cost is received. Vote-all yeas, motion carried.

The Township Trustees have agreed to clean up the ditch on South Main Street that was damaged during the summer storms.

Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas, motion carried.
