| The meeting
of August 16th, 2005 was called to order with the Pledge of
Allegiance by Mayor Robert C. Bickley.
Roll Call: Present -Bagnato, Dickman, Fox, Jenkins, Kovesdi
and Wolf.
Motion by Fox, seconded by Bagnato to approve the Minutes
of August 2nd, 2005. Vote-all yeas, motion carried.
Motion by Fox, seconded by Jenkins to approve the August
16th, 2005 Council bills in the amount of $15,325.52. Vote-all
yeas, motion carried.
Motion by Fox, seconded by Jenkins to approve the August
16th, 2005 Utility bills in the amount of $23,799.72. Vote-all
yeas, motion carried.
CITIZEN PARTICIPATION
Tim King from Erie County Regional Planning presented Council
on a presentation on the Community Housing Improvement Program
(CHIP).
Ron Shafer from Chippewa Drive expressed concern about cement
trucks cleaning their equipment off at the end of the street.
The Mayor had contact one company and would do a follow up.
Motion by Bagnato, seconded by Fox to recommend and a approve
6 inch concrete sidewalk with a compacted 4 inch base plus
4 inch concrete, 10 feet wide at Wayne Roesch's home. Vote-all
yeas, motion carried.
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-Sidewalk inspections
have been done by quadrants.
Safety-None
Finance-None
Regional Planning, Building Codes & Inspection-The historic
fence district is a zoning overlay. The following was discussed
at the public meeting earlier tonight: it would not longer
be 500 feet, rather 200 feet; meetings would be 5 days notification
instead of 14; and failure to notify any affected property
owners do not nullify. The Solicitor will work on the verbiage
with Wolf for the boundaries. Motion by Bagnato, seconded
by Wolf to adopt the proposed modified proposed fence ordinance
and zoning changes for the Board of Appeals. Roll call: Dickman-yes;
Fox-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes,
motion carried.
Kovesdi asks to be excused from the meeting.
There is a pool on Huron Street without a fence close to
three months that should be looked into.
Utilities-None
Civic Contact and Historical Preservation-The Mayor said
Ohio Magazine will soon do a story on the culinary school
Veggie U.
Parks and Trees-None
NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -The catch basin in
front of Sipe's Hair Shop will be done before Melon Festival.
Safety-There will be 5 new officers working Melon Festival.
The Village will look into going out for bid for fuel next
year.
Finance-Motion by Jenkins, seconded by Fox to amend the pay
ordinance to have holiday time used within one year of accrual.
Roll call: Fox-yes, Jenkins-yes, Wolf-yes, Bagnato-yes, Dickman-yes,
motion carried. Fox would like it on the record this was the
fault of no one.
Regional Planning, Building Codes & Inspection -It was
questioned whether the wording on The Coffee Station sign
was the original wording as applied for on zoning.
Utilities- It was noted shut off notices are policy.
John Courtney will be looked into doing month to month electric
information until a full time Administrator is hired.
Civic Contact and Historical Preservation-Woman's World Magazine
named the top 10 summer vacation spots with Cedar Point coming
in at number one and Edison's Birth Place at number three
Parks and Trees-None
UNFINISHED BUSINESS
Mayor's court will have training on August 22nd and 23rd,
and be active after Labor Day.
