The meeting of August 17th, 2004 was called to order by with
the Pledge of Allegiance by Mayor Bickley .
Roll Call: Present - Bagnato, Dickman, Fox, Jenkins and Wolf.
Kovesdi-excused absence.
Motion by Fox seconded by Jenkins to approve the Minutes
of the August 3rd . Vote-all yeas, motion carried.
Motion by Fox, seconded by Bagnato to pay the Council bills
for August 17th, 2004 in the amount of $81,815.81. Vote-all
yeas, motion carried.
Motion by Fox, seconded by Dickman to pay the Utility bills
for August 17th, 2004 in the amount of $17,340.29. Vote-all
yeas, motion carried.
CITIZEN PARTICIPATION
Motion by Dickman, seconded by Bagnato to hire Eric Castante
and Stephanie Daverio as part-time police officers effective
August 17th, 2004 at an hourly rate of $8.50 and hour with
a one-year probationary period. Vote-all yeas, motion carried.
The Mayor swore in Castante, Daverio was not present.
Gregg Stark and Mile Lowrey of Governmental Systems were
in attendance to encourage the Village to continue with a
software product ordered over 6 months ago. Motion by Bagnato,
seconded by Dickman to forward the situation to the Utility
Committee and return a recommendation to Council. Vote-all
yeas, motion carried.
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers- Construction is under
way on Oak Street and could be completed before the Melon
Festival, weather cooperating. If so, it would be completed
ahead of schedule.
Village employees have begun striping curbs around the Village.
The only setback in the beginning was less than high quality
paint. The problem has since been corrected.

NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers - There will be another
meeting on the Oak/Liberty project once more information is
provided by the engineers.

Regional Planning, Building Codes & Inspection - There
will be a ribbon cutting for Milan's newest business, The
Coffee Station.
Utilities-There have been talks with Tenneco about Milan
supplying their electric. They will provide the Village with
their requirements and usage. The Administrator will work
with AMP Ohio on this. Purchasing a generator may be necessary.
The Utility Department would like to add some sort of penalty
to customers when a shut off notice is sent. Currently there
is no incentive to pay until the utilities are about to be
shut off. There is a sufficient amount of extra paper work
and wages involved in getting habitual delinquents to pay
Civic Contact and Historical Preservation-The museum will
be celebrating their 50th anniversary in 2005.
The birthplace will be holding a fundraiser for the sesquicentennial
of light bulb in October.
The Administration building parking lot will be split between
police and handicapped parking. The building will remain locked
during the festival.

UNFINISHED BUSINESS
Motion by Jenkins, seconded by Fox to enter into Executive
Session to discuss personnel. Roll call: Dickman-yes, Fox-yes,
Jenkins-yes, Wolf-yes, Bagnato-yes, motion carried.
Motion by Fox, seconded by Jenkins to return to Regular Session.
Roll call: Fox-yes, Jenkins-yes, Wolf-yes, Bagnato-yes, Dickman-yes,
motion carried.
Motion by Jenkins, seconded by Fox to allow Dave Fate to
be moved to reserve status for medical purposes. Vote-all
yeas, motion carried.
An ordinance pertaining to scooters needs to be revisited.
There is a semi being parked at the school overnight. He
had been parking at Growers, but he does not have the authority
to go off the state route unless he is making a delivery.
