The meeting of September 5th , 2006 was called to order with the Pledge of Allegiance by Boy Scout Nathan Seamans .
Roll call:-present-Bagnato, Dickman, Fox, Jenkins, Maloney and Martin.
Motion by Fox, seconded by Maloney to approve the Minutes of August 15th. Vote-all yeas, motion carried.
Motion by Maloney, seconded by Fox to approve the Council Bills for September 5th, 2006 in the amount of $42,807.16. Vote-all yeas, motion carried.
Motion by Fox, seconded by Jenkins to approve the Utility Bills for September 5th, 2006 in the amount of $56,954.45, with the exception of the AT & T bill until it is clarified what it is for. Vote-all yeas, motion carried.
CITIZEN PARTICIPATION
Nathan Seamans of Boy Scout Troop presented a proposal to Council for his Eagle Scout project of landscaping the front of the Administration Building. He presented Council with a handout spelling out his specific plans. It will be turned over to the Parks and Trees Committee, with the Administrator contacting Nathan.
Craig Keegan, Lisa and Todd Horchler, Tara Risner, Brian and Lorri Keyser, and Tom and Tammy Vitaz from the Milan Jaycees were also in attendance to address Council on issues that arose during the Melon Festival at the beer tent. Chief Ward, who was also in attendance told the Jaycees there were more arrests this year than many other years put together. Together all felt there was a breakdown in communication, and plan on meeting together next year before the festival to defuse any potential problems.

Regional Planning, Building Codes & Inspection-None
Utilities-Effective March 1, 2006, the water, sanitary sewer, storm sewer and electric at Landsdown were all accepted with letters sent to the EPA. The Village still owes Landsdown Land Company $14,000.00 for sewer tap fees, and will reimburse Landsdown upon receipt from the customer.
Civic Contact and Historical Preservation –None
Parks and Trees-Donations are up to half of what the Village has pledged for the flag plaque in the park. The American Legion will donate $200.00.
NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers –Village signs can be put on Village poles, but not on poles owned by other utilities.
Work has started on the storm sewers on Front Street, a down spout was hit at the Drive Thru and a gas line was also hit.
Huron County has no major plans for the permissive tax money this year, just minor patching.
Motion by Fox, seconded by Jenkins to authorize the Solicitor to draw up an ordinance for parking on the west side of Main Street in Front of the Administration Building, and rescind the ordinance on the east side of Main Street. Vote-all yeas, motion carried
Safety-There is 68,000 miles on the 2002 cruiser and too much maintenance is being put into it. The Finance Committee will look into putting money into the appropriations for a new one next year.
Finance-Motion by Maloney, seconded by Bagnato to pay Kevin Ackerman his regular hours while serving jury duty, and having him surrender his jury pay to the Village. Vote-all yeas, motion carried.
Motion by Maloney, seconded by Bagnato to authorize the Solicitor to draw up legislation handling the coverage of jury duty during work hours. Vote-all yeas, motion carried.
The Fiscal Officer will check into how an extra 2 weeks vacation vs. a 3% raise works out money wise for employees

Civic Contact and Historical Preservation-Codified-AMP-Ohio is sponsoring a mercury thermometer exchange program for digital thermometers. It is a $1.40 cost to the Village for the number of thermometers exchanged, and the Utility Department and Administrator have been trained for the program.
Motion by Maloney, seconded by Dickman to grant the Milan Historical Museum an exemption for a sign permit. Roll call: Dickman-no, Fox-no, Jenkins-no, Maloney-no, Martin-no, Bagnato-no, motion denied.
Milan Township Fire Station No. 2 will have an Open House on September 17th from 12:00 – 4:00 P.M. The smokehouse, life flight helicopter and a Jaws of Life demonstration. This is in observance of Fire Safety Month which is October.
Winter hours at the library begin on September 6th .
Band members will sponsor community work days to raise money for their trip to Fort Myers. Anyone interested in hiring a band member can contact music booster Annette Zimmerman.

UNFINISHED BUSINESS
The Administrator recently completed 40 credit hours of instruction of the Municipal Leadership Training Academy through the OML.
The Mayor pulled the Melon Festival stage out of town at 10:30 P.M. Labor Day night, and then cleaned up with help from Art and Marilyn Dickman, Dick and Gary Jenkins, George and Bernie Bogan and Sandy Jenkins.
The Mayor prepared a proclamation for the United Way Campaign to begin September 8th through October 31st, 2006.
The Mayor presented Senator Mike DeWine with a key to Milan on Labor Day. He was the first official since Bob Taft spoke at the bi-centennial.
