Council Meeting
September 6th, 2005
The meeting of September 6th, 2005 was called to order with
the Pledge of Allegiance by Mayor Robert C. Bickley.
Roll Call: Present -Bagnato, Dickman, Fox, Jenkins, Kovesdi
and Wolf.
Motion by Fox, seconded by Bagnato to approve the Minutes
of August 16th, 2005. Vote-all yeas, motion carried.
Motion by Fox, seconded by Kovesdi to approve the September
6th, 2005 Council bills in the amount of $33,882.70. Vote-all
yeas, motion carried.
Motion by Dickman, seconded by Fox to approve the September
6th, 2005 Utility bills in the amount of $39,650.39. Vote-all
yeas, motion carried.
CITIZEN PARTICIPATION
Richard Maloney asked Council why the PPC on the utility
bills was the same as the previous month and was told by the
Mayor he was unable to get the info to John Courtney in time
for him to figure the PPC and it is not uncommon to carry
the same figure over from the previous month. Maloney stated
the formula is in the ordinance and there are only four figures
to use, stating it would have only taken ten minutes to figure.
The Mayor took responsibility for it. Jenkins volunteered
to work with the Mayor and Maloney to set it up on the computer.
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-Sidewalk letters have
been sent out.
Safety-Melon Festival went smoothly.

Regional Planning, Building Codes & Inspection-None
Utilities-None
Civic Contact and Historical Preservation - Harpsichordist
Jillion Dupree will give a concert at the Presbyterian Church
on October 8th. Bones from Tom Eastman's butcher's shop went
into making the harpsichord.
Parks and Trees-None
NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -The deadline for resubmitting
the 50/50 grant for the Liberty Street is approaching. The
new amount is $308,500.00. Fox would like to see the parking
lot behind the businesses done first. Motion by Fox, seconded
by Bagnato to go forward with the application to apply for
the grant for Liberty Street. Roll call: Dickman-yes, Fox-yes,
Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, motion carried.
There will be a detour going through St. Rt. 601. It was
suggested someone contact Chris Redfern to find out why the
Village wasn't notified. Homes on this route are entitled
to apply to apply to have their homes cleaned due to the construction.
Wolf will look into this
Safety-None
Finance-There will be a finance meeting on Thursday at 1:00
P.M.
Regional Planning, Building Codes & Inspection -There
was concern whether a house on Huron Street had renewed its
permit for construction. It will be turned over to John Zimmerman.
Utilities- None
Civic Contact and Historical Preservation-There is a chamber
meeting in the meeting the morning and it will be discussed
if Cruisin in the Square will continue.
Parks and Trees-None
UNFINISHED BUSINESS
Mayor's court will have training on September 13-15, becoming
active after the training.
The Village is waiting to hear from a cell phone provider
to use the water tower which will then be run through zoning
as a conditional use with a generic contract.
Legislation
AN ORDIANNCE AMENDINA ORDINANCE 369-12-04 TO AUTHORIZE AND
DIRECT THE TRANSFER OF ADDITIONAL MONIES TO VARIOUS FUNDS.
Motion by Wolf, seconded by Fox to adopt. Roll call: Fox-yes.
Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes.
Motion carries, Ordinance no. 388-09-05.
AN ORDINANCE AMENDING SECTION 151.03 OF THE CODIFIED ORDINANCE
OF THE VILLAGE OF MILAN, OHIO, PERTAINING TO HOLIDAYS. Motion
by Bagnato, seconded by Fox to bring this ordinance to its
first reading by title only. Vote-all yeas, motion carried.
Motion by Dickman, seconded by Jenkins to adjourn, vote-all
yeas, motion carried
