Council Minutes - September 7th, 2004

The meeting of September 7th, 2004 was called to order by with the Pledge of Allegiance by Mayor Bickley .

Roll Call: Present - Bagnato, Dickman, Fox, Jenkins, Kovesdi and Wolf.

Motion by Fox seconded by Jenkins to approve the Minutes of August 17th, 2004. Vote-all yeas, motion carried.

Motion by Fox, seconded by Kovesdi to pay the Council bills for September 7th, 2004 in the amount of $40,974.93. Vote-all yeas, motion carried.

Motion by Fox, seconded by Dickman to pay the Utility bills for September7th, 2004 in the amount of $66,975.65. Vote-all yeas, motion carried.


CITIZEN PARTICIPATION

Brian Crosby addressed Council on the Swan Street project. He submitted a letter for the minutes.

Marilyn and Diane Ortman also gave their views on the Swan Street project.

Linda Burch again requested Council consider relocating the recycling sign that is in the Village owned tree lawn at her residence at Main and Merry Streets.

Gregg Stark presented himself to Council to answer any questions they may have on his Governmental Systems software the Village is considering canceling.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-Council received a letter from Cheryl Steris, principal of Milan Elementary for the street and parking jobs done on Oak Street.

Motion by Bagnato, seconded by Fox to accept the Street Committees recommendation and go forward with the changes on Swan Street project, with the curbing staying traditional vertical curbs on Swan Street and the rest roll curbs. The existing sidewalks are to be extended to the south for the last three houses. The sanitary sewers will extend to the end of the street from where it currently ends. Roll call: Dickman-yes, Fox-yes, Jenkins-abstain, Kovesdi-yes, Wolf-yes, Bagnato-yes, motion carried.

Safety-There was discussion if the police patrol was necessary at the living statue at the Melon Festival.

The handicapped parking was well appreciated, and will continue at next year's festival.

Art Gnecco thanked Village employees for the quick action in filling in his sink hole on Edison Drive.

Finance-None

Regional Planning, Building Codes & Inspection -Council person Mike Bagnato submitted a letter on the sewer expansion in the Landsdown project that will be attached to the minutes.

Utilities-Motion by Bagnato, seconded by Dickman to accept the Utility Committees recommendation to cancel the billing software from Governmental Systems and not renew it. Roll call: Fox-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes, motion carried.

The Tenneco usage history has been sent to AMP-Ohio to generate a proposal for the Village to be their electric supplier.

Civic Contact and Historical Preservation-None

Parks and Trees-There are trees in the Village that need to be looked at for health purposes, one being on Judson and one on Liberty.

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -There is an ordinance dictating the yellow curb paint in front of the Administration building.

Residents of Broad Street would like it curbed yellow in front of their mailboxes to prevent parking. Council felt they could not do it. If they did, they would have to do it everywhere there were mailboxes in the Village.

John Zimmerman had deemed the Ackerman fence on Williams Street non-compliant with the fence ordinance. Ackerman has 10 days to appeal.

Regional Planning, Building Codes & Inspection - None

Utilities-There is an automated software system that could be helpful for delinquent accounts.

Civic Contact and Historical Preservation-The Sandusky Register ran a cartoon featuring Melon Man and Cantaloupe, who make their annual appearance at the Melon Festival Parade.

Motion by Wolf, seconded by Bagnato to authorize the payment to contribute to the Erie County Recycling Program, a yearly request. Vote-all yeas, motion carried.

Parks and Trees-There is a problem with residents not cleaning up after their dogs in the Village and park.

UNFINISHED BUSINESS

The 60 days of granting the petition for annexation of Landsdown will expire on September 20th. An ordinance or resolution to accept or deny it will come before Council at the next meeting, September 21st , 2004. There is then 120 days to act upon it. If the 120 days expires, it will be denied.

AN ORDINANCE AMENDING ORDINANCE NO. 326-12-03 TO AUTHORIZE AND DIRECT THE TRANSFER OF ADDITIONAL MONIES TO VARIOUS FUNDS. Motion by Bagnato, seconded by Fox to adopt by title only. Roll call: Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes, Fox-yes, Jenkins-yes. Motion carried, Ordinance no. 354-09-04

AN ORDINANCE APPROVING THE EDITING AND INCLUSION OF CERTAIN ORDINANCES AS PARTS OF TH EVARIOUS COMPONENT CODES OF THE CODIFIED ORDINANCES OF MILN, OHIO, AND DECLARING AN EMERGENCY. Motion by Bagnato, seconded by Jenkins, to suspend the rules and bring this ordinance to its third reading by title only. Roll call: Wolf-yes, Bagnato-yes, Dickman-yes, Fox-yes, Jenkins-yes, Kovesdi-yes, motion carried. Motion by Bagnato, seconded by Fox to adopt as an emergency. Roll call: Bagnato-yes, Dickman-yes, Fox-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes. Motion carried, Ordinance no. 355-09-04
