The meeting of September 21st, 2004 was called to order by
with the Pledge of Allegiance by Mayor Bickley .
Roll Call: Present - Bagnato, Dickman, Fox, Jenkins and Wolf,
absent-Kovesdi.
Motion by Fox seconded by Dickman to approve the Minutes
of September 7h, 2004. Vote-all yeas, motion carried.
Motion by Jenkins, seconded by Fox to pay the Council bills
for September 21st, 2004 in the amount of $40,917.38. Vote-all
yeas, motion carried.
Motion by Fox, seconded by Dickman to pay the Utility bills
for September 21st, 2004 in the amount of $24,407.82. Vote-all
yeas, motion carried.

Regional Planning, Building Codes & Inspection -A letter
was sent giving Kevin Ackerman 10 days to appeal the decision
on his fence.
Utilities-The proposal for Tenneco has not been finalized,
but hopefully in the next week.
Civic Contact and Historical Preservation-Bagnato questioned
Mayor Bickley on his requesting the Ohio State Alumni Band
not play on September 12 at the Greenway dedication for Kara
Deering. The Mayor stated he didn't know if they would be
on his property or not, and the person he called was a friend
and it was a personal thing. Wolf stated that it was not the
Village's position . The Mayor said he used his title out
of habit.

NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -None
Safety-Motion by Dickman, seconded by Fox to place Mike Leathem
on reserve status to attend school for the CSX Railroad.,
effective November 1, 2004. Vote-all yeas, motion carried.
Motion by Bagnato, seconded by Wolf to hold Trick or Treat
on Sunday, October 31 from 4:30-5:30 p.m. Vote-all yeas, motion
carried. The fire department will assist.
The Melon Festival went smoothly.
Speeding on S. Main Street is still a problem. It was suggested
a state representative should take a look at this. It was
thought Council had made an earlier decision to absorb the
cost of litigation to have the speed limit enforced.
The ordinance concerning truck parking needs to be revisited.
Finance-None
Regional Planning, Building Codes & Inspection - The
County may cede their authority to the Village to do a sewer
project at Landsdown, then with the county's authority the
Village can do a straight line assessment to all who tie into
the sewer line. Until the developers write up a proposal to
the County Commissioners, nothing will be acted on. Nothing
will probably be done until after the election. It was suggested
there could be a bond.
Utilities-None
Civic Contact and Historical Preservation- Motion by Bagnato,
seconded by Dickman to nominate Bickley as delegate and Fox
as alternate of Regional Council of Government of RITA. Vote-all
yeas, motion carried.
Motion by Fox, seconded by Jenkins to allow Settlers Weekend
on October 16 & 17 from 11:00 am-5:00 p.m. They will be
using Front Street from Edison Drive to the alley that runs
behind the museum form 9:00 a.m.-5:00 p.m. for the Kiddy Tractor
Pull, and any other areas they made need. All yeas, Wolf abstained,
motion carried.

Legislation
Electric and water will be provided in accordance with the
annexation agreement for Landsdown.
AN ORDINANCE ACCEPTING THE LANDSDOWN LAND COMPANY, LLC ANNEXATION
PETITION. Motion by Bagnato, seconded by Wolf to suspend the
rules and adopt as an emergency. Roll call: Bagnato-yes, Dickman-no,
Fox-no, Jenkins-no, Wolf-yes, motion failed.
AN ORDINANCE ACCEPTING THE LANDSDOWN LAND COMPANY, LLC ANNEXATION
PETITION. Motion by Fox, seconded by Jenkins to bring this
ordinance to its first reading by title only. Vote-all yeas,
motion carried.
Motion by Dickman, seconded by Jenkins to adjourn. Vote-all
yeas, motion carried.
