Council Minutes - October 5th, 2004

The meeting of October 19th , 2004 was called to order by with the Pledge of Allegiance by Mayor Bickley.

Roll Call: Present - Bagnato, Dickman, Fox, Jenkins, Kovesdi and Wolf.

Motion by Fox seconded by Dickman to approve the Minutes of October 5th, 2004, after correcting the word Liberty in legislation. Vote-all yeas, motion carried.

Motion by Fox, seconded by Kovesdi to pay the Council bills for October 19th, 2004 in the amount of $19,511.72. Vote-all yeas, motion carried.

Motion by Fox, seconded by Dickman to pay the Utility bills for October 19th, 2004 in the amount of $37,550.58. Vote-all yeas, motion carried.

Regional Planning, Building Codes & Inspection -None

Utilities-None

Civic Contact and Historical Preservation-Settler's Day went well with a fair amount of people attending.

Parks and Trees-None

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -The grant application for Liberty/Swan Streets has been submitted.

Safety-Semi parking near the elementary school was discussed. Legislation has been drawn up to cover this tonight.

There is a sight line hazard on Church Street.

Motion by Jenkins, seconded by Dickman to approve the end of Gene Hart's probation, with a new pay rate of $9.50 an hour as of September 23rd, 2004. Vote-all yeas, motion carried.

The Solicitor will look into legislation on electric scooters.

Finance-Raises were discussed at the October 14th meeting. Wish lists from the departments were submitted.

Regional Planning, Building Codes & Inspection -There will be back to back Planning and Utilities meetings on Thursday, October 28th .

Utilities-None

Civic Contact and Historical Preservation-None

Parks and Trees-There will be a Tree Committee meeting on November 17th .

FIRST READING

AN ORDINANCE AMENDING ORDINANCE NO. 310-07-03 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF MILAN, OHIO, PERTAINING TO PARKING OF TRUCKS IN EXCESS OF FIVE TONS. Motion by Wolf, seconded by Jenkins to bring this ordinance to its first reading by title only. Vote-all yeas, motion carried.

THIRD READING

AN ORDINANCE ACCEPTING THE LANDSDOWN LAND COMPANY, LLC ANNEXATION PETITION. Motion by Wolf, seconded by Fox to bring this ordinance to its third reading by title only. Motion by Bagnato, seconded by Wolf to adopt. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes. Motion carried, Ordinance no. 356-10-04.

Motion by Bagnato, seconded by Kovesdi to enter into Executive Session to discuss personnel. Roll call: Fox-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes, motion carried.

Motion by Bagnato, seconded by Fox to return to Regular Session. Roll call: Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes, Fox-yes, motion carried.

Mayor Bickley made a recommendation to hire Jim Brown as full time Administrator, successfully completing his probation, as of October 21st. Motion by Bagnato, seconded by Fox to accept the Mayor's recommendation and hire Jim Brown as full time Administrator with all perks and benefits that were established while he was in his probationary period. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas, motion carried.
