Regular Council Meeting
The meeting of October 18th, 2005 was called to order with
the Pledge of Allegiance by President Pro Temp John H. Fox.
Roll Call: Bagnato, Dickman, Fox, Kovesdi and Wolf-present,
Jenkins- absent.
Council President Fox excused Jenkins from the meeting, and
the Mayor was attending a prior engagement.
Motion by Dickman, seconded by Bagnato to approve the Minutes
of October 4th, 2005. Vote-all yeas, motion carried.
Motion by Dickman, seconded by Bagnato to approve the October
18th, 2005 Council bills in the amount of $3,471.84. Vote-all
yeas, motion carried.
Motion by Bagnato, seconded by Dickman to approve the October
18th, 2005 Utility bills in the amount of $12,259.89. Vote-all
yeas, motion carried.
CITIZEN PARTICIPATION
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-The Swan/Liberty Streets
Grant was turned in on time.
7 homeowners were shown not to make sidewalk repairs on time.

Utilities-None
Civic Contact and Historical Preservation -Settler's Weekend
went well, with about 800 people attending. A descendant of
Captain Henry Kelley was in attendance.
Parks and Trees-None
NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -Erie County is asking
for Village support of State Issue 1. It would need to be
signed by Thursday and read by title only. It will be read
under legislation.
Safety-Motion by Dickman, seconded by Bagnato to hire Jerry
Emery as a part-time officer at a starting rate of $8.75 an
hour with a one-year probationary period, effective immediately.
Vote-all yeas, motion carried.

Regional Planning, Building Codes & Inspection -None
Utilities-Motion by Bagnato, seconded by Dickman to allow
the Administrator to enter into contract with IGS at a variable
rate with the option to switch to a firm price at a later
date. Roll call: Dickman-yes, Fox-yes, Kovesdi-yes, Wolf-yes,
Bagnato-yes, motion carried.
The Administrator addressed Council with a letter to a resident
of Landsdown who had questions about the new development going
in near his home. There will not be sidewalks, as they were
missed at the early meetings.
Civic Contact and Historical Preservation-The museums are
now closed.
Parks and Trees-The Tree Commission will have a meeting on
November 7, 2005 at 7:00 P.M. in Council Chambers.

AN ORDINANCE AMENDING PART ELEVEN PLANNING AND ZONING CODE
OF THE CODIFIED ORDINANCES OF THE VILLAGE OF MILAN, OHIO.
Motion by Wolf, seconded by Bagnato to bring this ordinance
to its third reading by title only. Roll call: Fox-yes, Kovesdi-yes,
Wolf-yes, Bagnato-yes, Dickman-yes, motion carried. Motion
by Wolf, seconded by Bagnato to adopt. Roll call: Kovesdi-yes,

A RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED
BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX
LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR. Motion by
Bagnato, seconded by Dickman to adopt by title only. Roll

FROM THE COMBUSTION TURBINE PROJECT TO AMERICAN MUNICIPAL
POWER-OHIO, INC., AND TO APPROVE THE REPURCHASE OF THAT PROJECT
SHARE OF OUTPUT BY THE NORTHEAST AREA SERVICE GROUP AND THE
RICHARD H. GORSUCH GENERATING STATION PROJECT PARTICIPANTS,
AND DECLARING AN EMERGENCY. Motion by Bagnato, seconded by
