The meeting of October 18th, 2006 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley
Roll call:-present- Dickman, ,Fox, Jenkins, Kovesdi and Maloney. Motion by Maloney, seconded by Jenkins to excuse Martin from the meeting due to her work schedule, vote-all yeas, motion carried.
Motion by Fox, seconded by Kovesdi to approve the Minutes of October 3rd. Vote-all yeas, motion carried.
Motion by Fox, seconded by Maloney to approve the Council Bills for October 18th, 2006 in the amount of $39,440.82. Vote-all yeas, motion carried.
Motion by Dickman, seconded by Fox to approve the Utility Bills for October 18th , 2006 in the amount of $67,659.55. Vote-all yeas, motion carried.
CITIZEN PARTICIPATION
Tina Kowalczyk from the 192 Quartermaster Company Family Readiness Group, asked for community involvement for families coming into town from Michigan, Indiana and Ohio whose family members are or have been deployed. She thanked Mayor Bickley for his help in getting reduced hotel prices. She suggested St. Rt. 250 could possibly be decorated for the families coming in.
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-The asphalt should be poured tomorrow for the muni parking lot.
An ordinance would be needed for “Do Not Enter” signs at the 2 entrances of the muni parking lot. A sign will be needed for no commercial truck parking at the small parking lot.
The Administrator will see if Zimmerman Painting can leave the nails/bolts so the street department will have something to line up by in the future.
Something needs to be re-established for daytime truck parking, not just nighttime. The Solicitor will kook into it.
Donna Brunow will decide whether she would like the one way street or fire lane by the muni lot and what name to call it, since her family donated the property.

Civic Contact and Historical Preservation –The athletic signs have been remounted temporarily on St. Rt. 113.
The Administrator met with Nathan Seamons to review the plans for landscaping the Administration Building for his Eagle Scout project.

NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers –The new updated price for the muni parking lot is $235.159.98.
Safety-The Village traffic light was re-timed to 5 seconds. Zimmerman Painting painted a 6 foot high “Stop” bar but it doesn’t seem to be helping.
The one way sign by the Coffee Shop on the Church Street side has been moved for better visibility.
Motion by Fox. seconded by Kovesdi to award Julie Stelzer a raise to $9.75 an hour for Mayor’s Court and Utilities, effective on her one year service of Mayor’s Court on October 1st, 2006. If raises are given for 2007, Stelzer will qualify her annual raise at that time. Vote-all yeas, motion carried.
Finance-None
Regional Planning, Building Codes & Inspection-The new Exterior Maintenance Code for Commercial and Industrial zoned properties was sent to the Planning Commission for review.
Utilities-None
Civic Contact and Historical Preservation-Fox stood in for the Mayor at the recent band concert at Edison High School, presenting Arlington High School with a book as the new band this year. This will be the last year for Mr. Georgiafandis is he is retiring.
The Chamber of Commerce is working on a packet for anyone new coming to the Village, listing officials, restaurants, stores, coupons, utility numbers and other similar things. Julie Stelzer has been helping Kelly Guseman on the project.
Parks and Trees-The Mayor offered to donate a lamppost on Main Street.
Groff Funeral Home will donate some money toward the trees that are being purchased along side the Funeral Home.
The trees that weren’t topped correctly by Copley Insurance will stay up until they die.
UNFINISHED BUSINESS
A flier will be put in the utility bills in the end of the month to let residents know there will be one more yard waste pick up on November 14th, weather permitting, otherwise it will be the next day.
LEGISLATION
AN ORDINANCE AUTHORIZING THE EXECUTION OF A HYDRO DEVELOPMENTAL COST SHARING AGREEMENT BY THE VILLAGE OF MILAN WITH AMERICAN MUNICIPAL POWER-OHIO, INC. AND REPEALING ORDINANCE NO. 413-03-06. Motion by Maloney, seconded by Fox to put this ordinance on its second reading by title only.
Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas, motion carried.
