Council Minutes - November 1, 2005
The meeting of November 1st, 2005 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley.

Roll Call: present-Bagnato, Dickman, Jenkins, Kovesdi and Wolf. Absent-Fox.

Motion by Wolf, seconded by Bagnato to approve the Minutes of October 18th, 2005. Vote-all yeas, motion carried.

Motion by Bagnato, seconded by Jenkins to approve the November 1st, 2005 Council bills in the amount of $27,230.02. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Bagnato to approve the November 1st, 2005 Utility bills in the amount of $25,340.20. Vote-all yeas, motion carried.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-Some of the sidewalk repairs may run over into the spring.

Safety-A letter will be sent to the Fire Department for their help during Trick or Treat. A solution needs to be found to keep Trick or Treat to just local children.

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -Christmas tree curbside pickup will be through Monday January 9th , 2006.

Quotes were obtained for curbs in Indian Acres.

Snow jacks were looked into for the roof on the Administration Building. It won't void the warranty if done professionally.

Safety-Motion by Dickman, seconded by Kovesdi to hire Paul Freeman as a part-time officer at a starting rate of $8.75 an hour with a one-year probationary period, effective immediately. Vote-all yeas, motion carried.

The Village received a 30 year Pedestrian Safety Award.

Finance-None

Regional Planning, Building Codes & Inspection -Time Warner rates will be going up 5%.

Utilities-A resident of Riley Road questioned the Village's policy on the flat rate for sewer which is 4000 gallons. usage.

Civic Contact and Historical Preservation-Ann Basilone is the new Administrator at the Edison Birthplace Museum.

The Erie County Sheriff's Department thanked Village employees for assistance in transporting filing cabinets and boxes of records during an order of possession issued by the Erie County Court.

The Mayor read a letter from two young girls who visit their grandparents in Landsdown and walk down Main Street to the park. Their request was for a sidewalk.

AN ORDINANCE AUTHORIZING AND DIRECTING THE TRANSFER OF AN AMOUNT NOT TO EXCEED $8,000.00 FROM THE KWH TRANSFER OUT INTO THE KWH TRANSFER IN AND APPROPRIATING UNAPPROPRIATED FUNDS IN THE GENERAL FUND. AN ORDINANCE TO AMEND THE PLAN OF OPERATION AND GOVERNANCE FOR THE VILLAGE OF MILAN'S NATURAL GAS AGGREGATION PROGRAM AND DECLARE AN EMERGENCY. Motion by Bagnato, seconded by Jenkins to suspend the rules. Roll call: Dickman-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, motion carried. AN ORDINANCE AUTHORIZING THE VILLAGE ADMINISTRATOR TO ENTER INTO THE MASTER SERVICES AGREEMENT BETWEEN THE VILLGE OF MILAN AND ENTERSTATE GAS SUPPLY, INC., AND DECLARING AN EMERGENCY. Motion by Bagnato, seconded by Wolf to suspend the rules. Roll call: Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes, Jenkins-yes, motion carried. Motion by Bagnato, seconded by Wolf to allow the Girl Scouts and the Milan Lions to collect aluminum cans for recycling at the Street Barn. Vote-all yeas, motion carried.

Letters from IGS will be going out at the middle of the month to current participants explaining rates.
