Council Minutes - November 7, 2006

The meeting of  November 7th, 2006 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley

Roll call:-present- Dickman, ,Fox,  Jenkins, Kovesdi, Maloney and Martin. 

Motion by Fox, seconded by Kovesdi to approve the Minutes of  October 18th. Vote-all yeas,  motion carried.

Motion by Fox, seconded by Jenkins to approve the Council Bills for November 7th, 2006 in the amount of  $15,862.42.  Vote-all yeas, motion carried.

Motion by Dickman, seconded by Fox to approve the Utility Bills for November 7th, 2006 in the amount of $285,299.38.  Vote-all yeas, motion carried.

CITIZEN PARTICIPATION

Mike Cooper and Richard Barkhimer were in attendance.

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-There have been nothing but positive comments on the muni parking lot.

Safety-None

Finance-None

Regional Planning, Building Codes & Inspection-None
 
Utilities-The insurance check for the stolen copper was received less the $1000.00 deductible.

The Village received $500.00 for the 1974 line truck, through a sealed bid.

There were 16 recycled thermometers through the Village and AMP-Ohio.
                                                    
Civic Contact and Historical Preservation –The flag plaque will be dedicated on Saturday, November 11th at 11:00 A.M..  Invitations were sent out and the Mayor will speak.

Berlin-Milan School Superintendent David Snook thanked the police for their help with the recent lock down drills that are required by law with the schools and for the work Dennis Benesh and Steve Rockwell did erecting a light at the  south end of parking lot at the high school.

There will be a blood drive Thanksgiving Day from 9:00 A.M – 1:00 P. M.  at 24 Park Street.

Parks and Trees-None

 NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers –The new lampposts should be installed and lit by Thanksgiving.

A potential buyer for a lot on Church Street would like to face a building towards Liberty Street, which is an unimproved street at this time.  For him to do so, he would have to construct the street to the Village’s standards.

Safety-Motion by Jenkins, seconded by Dickman to accept the resignations of Brian Guzoski and Brian Barens.  Vote-all yeas, motion carried.

Finance-None

Regional Planning, Building Codes & Inspection-Erie Regional Planning will meet on November 30th to discuss the Exterior Maintenance Code for zoning districts C1, C2 and l.

The Administrator and Lawrence Smith will look into a lot split on Edison Drive.
 
Utilities-The Village has some decisions to make for future power supply before 2012 when the Gorsuch coal plant is scheduled to shut down.  AMP Ohio has contracted with B. W. Beck to study loads of all municipalities to see where future power should come from.  The study should be completed in January or February.           

Civic Contact and Historical Preservation-The cat problem was discussed.

There was a good turnout for Settler’s Day.  The Lions sold out of their chicken dinners.
 
Parks and Trees-Four trees were planted in the parking lot, with 2 more that will be.  Three will be planted at Groff’s Funeral Home and one at 67 Huron Street.

The Emerald Ash Borer infestation was detailed on a map provided to Council.

The Administrator spent a day raking leaves with the Street Department and other employees that also help with the fall cleanup.

UNFINISHED BUSINESS

There will be an Open House on Sunday, November 19th from 2:00-4:00 P.M. at the Administration Building.

The Administrator attended the Huron County Safety Council CEO Event. The Village was entitled to a $600.79 refund from the BWC due to their participation in the Safety Council for the last year.

The Mayor will be attending the FTMC recognition dinner a Norwalk High School.

The Mayor donated his uniform that he wore 50 years ago to the U.S. Reserves that were heading off.

LEGISLATION

AN ORDINANCE AUTHORIZING THE EXECUTION OF A HYDRO DEVELOPMENTAL COST SHARING AGREEMENT BY THE VILLAGE OF MILAN WITH AMERICAN MUNICIPAL POWER-OHIO, INC. AND REPEALING ORDINANCE NO. 413-03-06.  Motion by Dickman, seconded by Fox to bring this ordinance to its third and final reading by title only.  Vote-all yeas, motion carried.  Motion by Dickman, seconded by Fox to adopt.  Roll call: Fox-yes, Jenkins-yes, Kovesdi-yes, Maloney-yes, Martin-yes, Dickman-yes.  Motion carried, Ordinance no. 425-11-06

AN ORDINANCE AUTHORIZING THE VILLAGE ADMINISTRATOR TO ENTER INTO THE ERIE COUNTY GEOGRAPHICAL INFORMATION SYSTEM COST SHARE AGREEMENT.  Motion by Maloney, seconded by Fox to suspend the rules.  Roll call:  Jenkins-yes, Kovesdi-yes, Maloney-yes, Martin-yes, Dickman-yes, Fox-yes.  Motion by Maloney, seconded by Martin to adopt by title only as an emergency.  Roll call: Kovesdi-yes, Maloney-yes, Martin-yes, Dickman-yes, Fox-yes, Jenkins-yes.  Motion carried, Ordinance no. 426-11-06

AN ORDINANCE DESIGNATING ONE WAY TRAFFIC PATTERN WITHIN MUNICIPAL PARKING LOT LOCATED BETWEEN CHURCH AND FRONT STREETS.  Motion by Dickman, seconded by Jenkins to bring this ordinance to its first ordinance by title only.  Vote-all yeas, motion carried.

AN ORDINANCE PROHIBITING PARKING OF VEHICLES WITH WEIGHT IN EXCESS OF FIVE THOUSAND POUNDS IN THE MUNICIPAL PARKING LOT LOCATED NORTH OF FRONT STREET.  Motion by Jenkins, seconded by Fox to bring this ordinance to its first reading as amended by title only.       The ordinance will be amended to say 5 tons or 10,000 pounds.  Vote-all yeas, motion carried.

Motion by Dickman, seconded by Jenkins to adjourn.  Vote-all yeas, motion carried.
