The meeting of November 16th, 2004 was called to order by
with the Pledge of Allegiance by Mayor Bickley.
Roll Call: Present - Bagnato, Dickman, Fox, Jenkins, Kovesdi
and Wolf.
Motion by Fox seconded by Kovesdi approve the Minutes of
October 19th, 2004. Vote-all yeas, motion carried.
Motion by Wolf, seconded by Dickman to pay the Council Bills
for November 2nd, 2004 in the amount of $25,468.60. Vote-all
yeas, motion carried.
Motion by Fox, seconded by Kovesdi to pay the Utility Bills
for November 2nd, 2004 in the amount of $62,876.53 . Vote-all
yeas, motion carried.
Motion by Fox, seconded by Dickman to pay the Council Bills
for November 16th, 2004 in the amount of $17,636.26. Vote-all
yeas, motion carried.
Motion by Rickman, seconded by Fox to pay the Utility Bills
for November 16th, 2004 in the amount of $94,792.92. Vote-all
yeas, motion carried.
CITIZEN PARTICIPATION
Motion by Fox, seconded by Jenkins to accept the donation
of the Thomas Edison picture from Martha and David Berckmueller
to be displayed in Council Chambers. Vote-all yeas, motion
carried.
Lee Stevens addressed Council regarding drainage in front
of Milan Manor. He has a problem with standing water after
rain. The Administrator will look at it and make a recommendation.

Streets, Sidewalks and Storm Sewers-None

Regional Planning, Building Codes & Inspection -Brian
Crosby was advised he had no current permit for the on going
construction at his residence. Building Inspector John Zimmerman
sent a letter explaining fines and penalties. Council feels
should explain and enforce it, possibly at a Planning meeting.

Civic Contact and Historical Preservation-New
Parks and Trees-None
NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -As of now, all leaves
have been picked up.
Safety-Motion by Dickman, seconded by Jenkins to accept the
resignation of Derik Wilhelm effective November 30th, 2004.
Vote-all yeas, motion carried.
Motion by Fox, seconded by Bagnato to hire Brian Barens at
$8.50 an hour with a one-year probationary period, affective
November 16th, 2004. Vote-all yeas, motion carried.
The Safety Committee will look at the electric scooter ordinance
at their next meeting.
Finance-The wage ordinance needs to be re-visited.
Regional Planning, Building Codes & Inspection -Changes
to the fence and swimming pool ordinance were discussed at
the October 28th meeting.
The preliminary subdivision plat submission for Landsdown
was approved at the planning meeting. A recommendation will
be made at the first meeting in December, followed by a public
hearing and ordinance.
Utilities-Motion by Bagnato, seconded by Dickman to go forward
with the electric and waterline at Landsdown, with the Village
supplying what it would cost the Village and Landsdown providing
everything else. The motion is contingent upon reassurances
from Erie County that the residences along Milan Street would
not be required to tie into the forced main or that the Village
would not have to install a gravity line to service them..
Vote-all yeas, motion carried.
Motion by Bagnato, seconded by Kovesdi to lock into natural
gas prices for the Village's participants in the gas aggregration
program as long as they are lower than Columbia Gas. Vote-all
yeas, motion carried.
Motion by Bagnato, seconded by Fox to charge a $25 Administrative
Fee for delinquent bills. As of now there is no incentive
to pay a past due bill until it is about to shut off.
There should be a second opinion by an impartial 3rd party
for the electrical proposal to Tenneco.
The latest Time Warner contract was not to the Village's
satisfaction.
Civic Contact and Historical Preservation-Motion by Jenkins,
seconded by Fox to allow the Square to be used for Hometown
Holidays December 3-4, 2004 with Council's approval of the
Chamber of Commerce insurance. Vote-all yeas with Wolf abstaining,
motion carried. Benesh or Rockwell will check on the electrical
setup for the ice sculpturing.
There will be a community Thanksgiving at the high school
on November 21.
Parks and Trees-The tree at Judson and Edison Drives needs
to be looked at.
The tree at Wagner's may come back.
UNFINISHED BUSINESS
Motion by Bagnato, seconded by Kovesdi to allow the Fiscal
Officer to collect pay sheets by December 24 to process. She
will hold them until December 27th. Vote-all yeas, motion
carried.

Officer to order new codified ordinance books from Walter
Drane Company. She may wait until the next edition in April
if it is cheaper.
