Council Minutes - November 21, 2006
The meeting of November 21st, 2006 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley

Roll call:-present- Dickman, Fox, Jenkins, Kovesdi, Maloney and Martin.

Motion by Fox, seconded by Maloney to approve the Minutes of November 7th. Vote-all yeas, motion carried.

Motion by Jenkins, seconded by Fox to approve the Council Bills for November 21st, 2006 in the amount of $14,913.61. Vote-all yeas, motion carried.

Motion by Fox, seconded by Dickman to approve the Utility Bills for November 21st, 2006 in the amount of $116,463.75. Vote-all yeas, motion carried.

The dedication of the flag plaque went well and made the front page of the Norwalk Reflector. Congressman Gillmor sent a note stating he would be unable to attend.

CITIZEN PARTICIPATION

OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-Notice will be sent out earlier next year to let residents know of yard waste pick up.

There are a few more bills for Dean Frederick for engineering the muni parking lot. The parking lot price came in around $275,000.00

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -Leaf pickup will continue until December 4th . Christmas tree pickup will go until January 8th .

Safety-Milan Township has connected the fire siren to the Erie County tornado warning system.

Motion by Fox, seconded by Maloney to authorize the purchase and payment of the police car video system that has been on loan from Digital Ally, along with extra mics and another flash card for around $5000.00. Vote-all yeas, motion carried.

A monitor for Mayor's Court has been submitted for the wish list for next year's appropriations.

Finance-A meeting will be held to review the appropriations.

Regional Planning, Building Codes & Inspection-The lot on the corner of Edison and Elm Streets was not split correctly and will be looked into.

Utilities-The PUCO website show gas prices for under a dollar.

Civic Contact and Historical Preservation-The Chamber of Commerce sent a thank you note for the muni parking lot.

Parks and Trees-None

UNFINISHED BUSINESS

There will be one Council meeting in December on the 12th at 8:00 P.M..

Motion by Fox, seconded by Jenkins to authorize the Fiscal Officer to release paychecks on Tuesday, December 12th, instead of Wednesday, December 13th. Vote-all yeas, motion carried.

AN ORDINANCE AUTHORIZING AND DIRECTING THE TRANSFER OF $20,000.00 FROM THE WATER FUND TO THE WATER REPLACEMENT FUND. Motion by Jenkins, seconded by Fox to adopt by title only. Roll call: Fox-yes, Jenkins-yes, Kovesdi-yes, Maloney-yes, Martin-yes, Dickman-yes. Motion carried, Ordinance no. 427-11-06

AN ORDINANCE AUTHORIZING AND DIRECTING THE TRANSFER OF $20,000.00 FROM THE SEWER FUND TO THE SEWER REPLACEMENT FUND. Motion by Maloney, seconded by Fox to adopt by title only. Roll call: Jenkins-yes, Kovesdi-yes, Maloney-yes, Martin-yes, Dickman-yes, Fox-yes. Motion carried, Ordinance no. 428-11-06

AN ORDINANCE AUTHORIZING AND DIRECTING THE TRANSFER OF $35,000.00 FROM THE ELECTRIC FUND TO THE ELECTRIC REPLACEMENT FUND. Motion by Maloney, seconded by Fox to adopt by title only. Roll call: Kovesdi-yes, Maloney-yes, Martin-yes, Dickman-yes, Fox-yes, Jenkins-yes. Motion carried, Ordinance no. 429-11-06

AN ORDINANCE AUTHORIZING AND DIRECTING THE TRANSFER OF AN AMOUNT NOT TO EXCEED $8000.00 FROM THE KWH TRANSFER OUT INTO THE KWH TRANSFER IN AND APPROPRIATE UNAPPROPRIATED FUNDS IN THE GENERAL FUND. Motion by Maloney, seconded by Fox to adopt by title only. Roll call: Maloney-yes, Martin-yes, Dickman-yes, Fox-yes, Jenkins-yes, Kovesdi-yes. Motion carried, Ordinance no. 430-11-06

AN ORDINANCE AUTHORIZING AND DIRECTING THE TRANSFER OF $23,629.56 FROM THE GENERAL FUND TRANSFER OUT INTO THE ELECTRIC DEBT SERVICE FUND AND APPROPRIATE UNAPPROPRIATED FUNDS IN THE ELECTRIC DEBT SERVICE FUND. Motion by Maloney, seconded by Jenkins to adopt by title only. Roll call: Martin-yes, Dickman-yes, Fox-yes, Jenkins-yes, Kovesdi-yes, Maloney-yes. Motion carried, Ordinance no. 431-11-06

SECOND READING

AN ORDINANCE DESIGNATING ONE WAY TRAFFIC PATTERN WITHIN MUNICIPAL PARKING LOT LOCATED BETWEEN CHURCH AND FRONT STREETS. Motion by Maloney, seconded by Fox to bring this ordinance to its second ordinance by title only. Vote-all yeas, motion carried.

AN ORDINANCE PROHIBITING PARKING OF VEHICLES WITH WEIGHT IN EXCESS OF TEN THOUSAND POUNDS IN THE MUNICIPAL PARKING LOT LOCATED NORTH OF FRONT STREET. Motion by Fox, seconded by Jenkins to bring this ordinance to its second reading as amended by title only. Vote-all yeas, motion carried.

FIRST READING

AN ORDINANCE DEDICATING AND ACCEPTING AN ALLEY FOR PUBLIC USE. This is the alley to be named after Clifford P. Sickinger. Motion by Maloney, seconded by Fox to bring this ordinance to its first reading by title only. Vote-all yeas, motion carried.

Motion by Jenkins, seconded by Dickman to authorize the Solicitor to draw up legislation to adopt a new fee schedule for building codes. It will have to be done as an emergency since it will go into effect January 1st , 2007. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Martin to adjourn. Vote-all yeas, motion carried.
