Council Minutes - November 22, 2005
The meeting of November 22nd, 2005 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley.

Roll Call: present-Bagnato, Dickman, Fox, Jenkins, and Wolf. Absent-Kovesdi.

Motion by Fox, seconded by Wolf to approve the Minutes of November 1st , 2005. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Fox to approve the November 22nd, 2005 Council bills in the amount of $38,067.76. Vote-all yeas, motion carried.

Motion by Dickman, seconded by Fox to approve the November 22nd, 2005 Utility bills in the amount of $170,132.69. Vote-all yeas, motion carried.


CITIZEN PARTICIPATION


OLD COMMITTEE BUSINESS

Streets, Sidewalks and Storm Sewers-Leaf pick up will continue past Thanksgiving.

There will be another brush pick up due to high winds.

Regional Planning, Building Codes & Inspection-None

Utilities-Letters from IGS have been sent out to Village residents, who must opt out to not participate in the natural gas program.

Motion by Bagnato, seconded by Wolf to authorize the Administrator to pursue the Cingular tower at either the water tower contingent on the Board of Zoning Appeals or Riley Road. The tower could generate an income of $1200.00 a month. Roll call: Dickman-no, Fox-no, Jenkins-yes, Wolf-yes, Bagnato-yes, motion carried.

Civic Contact and Historical Preservation -Mayor Bickley took a moment to thank everyone for their cards, flowers and donations to the scholarship fund on behalf of his wife, and First Lady of Milan, Marilyn, who had recently passed away. The Mayor praised regular church attendance, the Jaycees, Masonic Lodge and Boy Scouts for the help that builds the faith to prepare a person in a time such as this.

Council President John Fox also had thanks for the flowers, cards and donations to Stein Hospice in his wife Jeanne's name, who also recently passed away.

Parks and Trees-Motion by Bagnato, seconded by Fox to accept the recommendation of the Lockwood Committee for the sign for Lockwood Park, costing $2,260.00. Vote-all yes, motion carried.

NEW COMMITTEE BUSINESS

Streets, Sidewalks, and Storm Sewers -None

Safety-Motion by Dickman, seconded by Fox to accept the resignation to part-time officer Michael Finn effective December 1st , 2005. Vote-all yeas, motion carried.

Finance-None

Regional Planning, Building Codes & Inspection -None

Utilities-Motion by Bagnato, seconded by Jenkins to accept the recommendation of the Administrator and pursue looking into credit card payments and electronic transfers through the Village for utility bill payments. Roll call: Fox-yes, Jenkins-yes, Wolf-yes, Bagnato-yes, Dickman-yes, motion carried.

Civic Contact and Historical Preservation-A letter will be written to Mr. & Mrs. William Bettcher for the landscaping job they did at 27 E. Front Street.

Motion by Bagnato, seconded by Fox to decide not to renew membership with TMACOG and send a letter,

Parks and Trees-Two trees need to be removed from Front Street.

Via e-mail, the Administrator stated Kovesdi did not want any trees planted in front of the Administration Building.
Motion by Bagnato, seconded by Wolf to authorize the purchase and planting of 2 honey locust trees in front of the Administration Building.

UNFINISHED BUSINESS

Motion by Bagnato, seconded by Jenkins to hold one Council meeting in December, on the 13th, at 8:00 P.M.. Vote-all yeas, motion carried.

Motion by Bagnato, seconded by Fox to proceed with the single rail snow jacks for the Administration Building roof, and double rails in areas where needed. Vote-all yeas, motion carried.

LEGISLATION

AN ORDINANCE AUTHORIZING AND DIRECTING THE TRANSFER OF $23,629.56 FROM THE GENERAL FUND TRANSFER OUT FUND INTO THE ELECTRIC DEBT SERVICE FUND AND APPROPRIATEING UNAPPROPRIATED FUNDS IN THE ELECTRIC DEBT SERVICE FUND. Motion by Bagnato, seconded by Fox to adopt by title only. Roll call: Jenkins-yes, Wolf-yes, Bagnato-yes, Dickman-yes, Fox-yes. Motion carried, Ordinance no. 401-11-05

AN ORDINANCE TO AUTHORIZE THE EXECUTION OF THE OE OR MORE LONG TERM POWER PURCHASE SCHEDULES. Motion by Bagnato, seconded by Dickman to bring this ordinance to its first reading by title only. Vote-all yeas, motion carried.

AN ORDINANCE TO AUTHORIZE AND DIRECT THE MUNICIPALITY TO EXECUTE A MUTUAL AID AGREEMENT WITH INTERSTATE AND INTRASTATE PARTICIPATING MUNICIPALITIES WITH MUNICIPAL ELECTRIC SYSTEMS, IN ORDER TO BE ABLE TO RECEIVE AND PROVIDE MUTUAL ASSISTANCE DURING TIMES OF EMERGENCIES THROUGH THE INTERCHANGE AND USE OF PERSONNEL AND EQUIPEMENT. Motion by Bagnato, seconded by Fox to bring this ordinance to its first reading by title only. Vote-all yeas, motion carried.

AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF THE VILLAGE SOLICITOR FOR THE VILLAGE OF MILAN, OHIO. Motion by Bagnato, seconded by Fox to bring this ordinance to its first reading by title only. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Wolf-yes, Bagnato-yes, motion carried.

It was felt after the first of the year, utility minimums for businesses needs to be looked into.

Motion by Dickman, seconded by Fox to adjourn. Vote-all yeas, motion carried.
