| The meeting
of December 13th, 2005 was called to order with the Pledge of
Allegiance by Mayor Robert C. Bickley.
Roll Call: present-Bagnato, Dickman, Fox, Jenkins, and Wolf.
Absent-Kovesdi.
Motion by Fox, seconded by Wolf to approve the Minutes of
November 22nd, 2005. Vote-all yeas, motion carried.
Motion by Fox, seconded by Bagnato to approve the December
13th, 2005 Council bills in the amount of $27,393.55. Vote-all
yeas, motion carried.
Motion by Dickman, seconded by Fox to approve the December
13th, 2005 Utility bills in the amount of $25,180.03. Vote-all
yeas, motion carried.
CITIZEN PARTICIPATION
Mark Worley of 26 Huron Street addressed Council on parking
in the back parking lot of the Administration building, but
was told by Chief Ward he was not allowed to park there any
longer because of snow issues. He said he was told by Ward
he was just a renter and offered no value to the community,
and Worley wanted to know if it was just Ward's view or all
the Administration's opinion. Worley's landlord had called
a Council member, and Worley was told he can park in the lot,
just not for days, but not during snow or funerals. Worley
was told the proper procedure for his complaint was to speak
to the Mayor, who would talk to the Chief, and the Mayor would
then get back to Worley. The Solicitor had legislation drawn
up for parking procedures in the Administration parking lot
that will be voted on later in the meeting. Worley thanked
Council for listening.
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-None
Safety-None
Finance-None
Regional Planning, Building Codes & Inspection-None
Utilities-Letters for electronic transfers went out for utility
bills, with 42 residents signing up.
Cingular felt neither site for its tower was usable, therefore
there will be not further contact at this time.
The Village is able to offer the existent Landsdown residents
a loan at the Star Ohio rate plus 2% at a time period of 60
months for their tap in sewer fees that will go on their sewer
bills, conditions written in for sale of property before the
loan is paid off. Motion by Bagnato, seconded by Fox to follow
this procedure with the above stipulations. Motion by Bagnato,
seconded by Fox to withdraw the above motion due to the fact
the Fiscal Officer just received the information this morning
and has not had time to fully research all avenues.
Civic Contact and Historical Preservation -50 people from
the Firelands Civil War Round Table of Huntington, Indiana
held a meeting at the Presbyterian Church recently.
Council thanked Lois Wolf for 8 years on Council, and Wolf
added before she came on Council she didn't realize the hard
working group of people with the best interest of Village
at heart.
The Lockwood park sign should be in before Christmas.
NEW COMMITTEE BUSINESS
Streets, Sidewalks, and Storm Sewers -None
Safety-None
Finance-The appropriations were discussed, with potential
cost of living raises being turned over to the new Council
with the 2 new members at the first meeting in January.
Regional Planning, Building Codes & Inspection-The Coffee
Station was sold and the easement is no longer needed because
the lot was split.. This was passed through John Zimmerman
and the situation is now permanently resolved.
Utilities-None
Civic Contact and Historical Preservation-The Mayor swore
in newly elected Council members Michael Bagnato, John Fox,
Richard Maloney and Jennifer Martin.
Parks and Trees-Two honey locust trees were planted when
the Village celebrated Arbor Day on November 30, 2005.
A re-certification application for Tree City USA was sent
in.

2006 APPROPRIATION ORDINANCE AND DECLARING AN EMERGENCY.
Motion by Bagnato, seconded by Jenkins to suspend the rules.

AN ORDINANCE TO AUTHORIZE THE EXECUTION OF THE OE OR MORE
LONG TERM POWER PURCHASE SCHEDULES. Motion by Wolf , seconded
by Jenkins to bring this ordinance to its second reading by
title only. Vote-all yeas, motion carried.
AN ORDINANCE TO AUTHORIZE AND DIRECT THE MUNICIPALITY TO
EXECUTE A MUTUAL AID AGREEMENT WITH INTERSTATE AND INTRASTATE
PARTICIPATING MUNICIPALITIES WITH MUNICIPAL ELECTRIC SYSTEMS,
IN ORDER TO BE ABLE TO RECEIVE AND PROVIDE MUTUAL ASSISTANCE
DURING TIMES OF EMERGENCIES THROUGH THE INTERCHANGE AND USE
OF PERSONNEL AND EQUIPEMENT. Motion by Bagnato, seconded by
Fox to bring this ordinance to its seconded reading by title
only. Vote-all yeas, motion carried.
AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF THE VILLAGE
SOLICITOR FOR THE VILLAGE OF MILAN, OHIO. Motion by Fox, seconded
by Dickman to bring this ordinance to its second reading by
title only as an emergency. Roll call: Wolf-yes, Bagnato-no,
Dickman-yes, Fox-yes, motion does not pass.

IN THE VILLAGE ADMINISTRATION BUILDING PARKING LOT IN THE
VILLAGE OF MILAN AND DECLARING AN EMERGENCY. Motion by Fox,
seconded by Jenkins to suspend the rules. Roll call: Dickman-yes,

The Mayor called for an emergency meeting at 7:00 P.M. on
December 20, 2005 to vote on legislation.
Motion by Fox, seconded by Dickman to hire Bruce Bowie as
full-time Administrator effective December 22, 2005, at $40,000.00
with full benefits, with 4 weeks paid/unpaid vacation with
a one-year probationary period being at his September 20th
, 2005 hire in date. The benefits will not lapse during any
unpaid vacation.
One week notice will be given to an employee's immediate
supervisor for time off.
