| The meeting
of December 15th, 2004 was called to order by with the Pledge
of Allegiance by Mayor Bickley.
Roll Call: Present - Bagnato, Dickman, Fox, Jenkins, Kovesdi
and Wolf.
Motion by Fox seconded by Kovesdi to approve the Minutes
of November 16th, 2004. Vote-all yeas, after correcting Rickman
to Dickman in the authorization of paying the utility bills
of November 16th, motion carried.
Motion by Fox, seconded by Dickman to pay the Council Bills
for December 8th, 2004 in the amount of $73,713.47. Vote-all
yeas, motion carried.
Motion by Dickman, seconded by Fox to pay the Utility Bills
for December 8th, 2004 in the amount of $33,519.33. Vote-all
yeas, motion carried.
CITIZEN PARTICIPATION
Richard Maloney had questions about the generator project
at Tenneco that is being looked into. It was explained it
is in the planning stages with a feasibility study that will
be done
OLD COMMITTEE BUSINESS
Streets, Sidewalks and Storm Sewers-None
Safety-Motion by Jenkins, seconded by Fox to authorize the
ordering a 2005 Chevy Impala from Dorr Chevrolet at a price
of $19,216.70. Dorr's price was under the state bid price.
Vasu will be put on notice for the radio when the car comes
in. Vote-all yeas, with Dickman abstaining, motion carried.
Dickman will contact Northcoast Tire to not fix the 2000
cruiser. It was recommended no more money be put into the
2000 cruiser. A special meeting would need to be called to
appropriate money.
Finance-Motion by Jenkins, seconded by Fox to authorize a
3% raise for all eligible employees, excluding part-time police,
on January 1st, 2005, with the Fiscal Officer's 3% raise on
her anniversary date. Vote-all yeas, motion carried. The anniversary
date for part-time police raises is January 25th.
Regional Planning, Building Codes & Inspection -The public
hearing for Landsdown will be held on January 4th and 18th,
with no action taken on the 4th.

Finance-Motion by Wolf, seconded by Fox to authorize the
Fiscal Officer to pay the bills for the second half of December
later in the month. Vote-all yeas, motion carried.
Regional Planning, Building Codes & Inspection -The sewer
line for the Landsdown development will be a 4-inch forced
main. The houses along Main Street will not be required to
tap into the forced main initially (the health department
will only require tap-ins along Main Street if we report a
serviceable sewer to them), but as their septic systems fail
or need replacement we can allow them to tie in one at a time
on a case basis via the use of " grinder pumps"
installed at each residence.
It is recommended the builders pay and bill the village for
the work.
There will be a sewer increase in January and more than likely
another one the following year.

Civic Contact and Historical Preservation-David Berckmuller
is the new president of the museum, Judy Horschler, vice president
and Chris Stang, treasurer.
Parks and Trees-None

Samples of scooter ordinances were distributed.

to study and prepare legislation for the RITA house bills
that will make the village compliant with the laws. Vote-all
