SPECIAL COUNCIL MEETING
DECEMBER 20TH, 2005

The meeting of December 20th, 2005 was called to order with the Pledge of Allegiance by Mayor Robert C. Bickley.

Roll call: Bagnato, Dickman, Fox, Jenkins, Kovesdi, Wolf-present.

The purpose of the December 20th, 2005 Special Meeting is to vote on legislation.

AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF THE VILLAGE SOLICITOR FOR THE VILLAGE OF MILAN, OHIO, AND DECLARING AN EMERGENCY. Motion by Fox, seconded by Wolf, to suspend the rules. Roll call: Dickman-yes, Fox-yes, Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, motion carried. Motion by Fox, seconded by Jenkins to adopt by title only as an emergency. The following points Bagnato brought up during discussion for Council to consider:

1. having the Solicitor attending one meeting a month unless the Mayor feels otherwise
2. designating certain people to have contact with the Solicitor
a. Mayor
b. Administrator
c. Fiscal Officer
d. Chief of Police
The Solicitor told Council it was important for her to also have contact with all
police officers, as well as Lawrence Smith and John Zimmerman for zoning
purposes.
3. more specific, detailed billing

AN ORDINANCE TO AUTHORIZE THE EXECUTION OF THE OE OR MORE LONG TERM POWER PURCHASE SCHEDULES. Motion by Bagnato, seconded by Dickman to bring this ordinance to its third reading. Vote-all yeas, motion carried. Motion by Bagnato, seconded by Fox to adopt by title only. Roll call: Jenkins-yes, Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes, Fox-yes. Motion carried, Ordinance 406-12-05

AN ORDINANCE TO AUTHORIZE AND DIRECT THE MUNICIPALITY TO EXECUTE A MUTUAL AID AGREEMENT WITH INTERSTATE AND INTRASTATE PARTICIPATING MUNICIPALITIES WITH MUNICIPAL ELECTRIC SYSTEMS, IN ORDER TO BE ABLE TO RECEIVE AND PROVIDE MUTUAL ASSISTANCE DURING TIMES OF EMERGENCIES THROUGH THE INTERCHANGE AND USE OF PERSONNEL AND EQUIPEMENT. Motion by Bagnato, seconded by Dickman to bring this ordinance to its third reading. Vote-all yeas, motion carried. Motion by Bagnato, seconded by Fox to adopt by title only. Roll call: Kovesdi-yes, Wolf-yes, Bagnato-yes, Dickman-yes, Fox-yes, Jenkins-yes. Motion carried, Ordinance no. 407-12-05.
